It would appear that the word EPIC is a deliberate use to define an "Islamic move" to create something of extraordinary significance. A "Camel's nose under the tent." Even though Texas and U.S. law may forbid Syariah Law, the entire purpose of such a city is to enable Muslims to live under their law and customs. Freedom of Religion in the U.S. allows for people to do some things that do not conform to American culture. That is why new comers "push the envelope" to create what they left.
