Senate Republicans hit a procedural roadblock this week after the Senate parliamentarian rejected a proposal to include $1 billion for a White House ballroom expansion and security upgrades in a larger reconciliation package. The ruling comes as lawmakers continue battling over immigration enforcement funding and the scope of President Donald Trump’s second-term agenda.

The Senate’s nonpartisan referee has rejected a bid by Republicans to fund $1 billion for the White House ballroom expansion and other White House security upgrades.

According to Senate Parliamentarian Elizabeth MacDonough, the $1 billion proposal breaks the rules of the reconciliation process. As parliamentarian, MacDonough’s go-ahead is traditionally required to approve individual items passed under the partisan process.

Republicans are seeking to use the reconciliation process—which is not subject to the filibuster—to pass $72 billion in funding for Immigration and Customs Enforcement (ICE) and Customs and Border Protection, which has been blocked by Democrats in the wake of fatal shootings of U.S. citizens by immigration agents.

The dispute highlights the increasingly tense battles over Senate procedure and reconciliation rules as Republicans work to advance key portions of President Trump’s agenda without Democratic support. Because reconciliation bills bypass the Senate filibuster, lawmakers must comply with strict rules governing what can and cannot be included in the legislation.

The proposed White House funding reportedly followed increased security concerns after an alleged assassination attempt tied to an event outside the White House complex. President Trump has also long advocated for the addition of a large ballroom to the East Wing, arguing it would improve the White House’s ability to host major events without relying on temporary structures.

Although Senate parliamentarian rulings are technically advisory, lawmakers in both parties have historically treated them as binding in order to preserve Senate norms and avoid weakening the filibuster. Democrats celebrated the ruling as a victory, while Republicans indicated they plan to revise and resubmit portions of the proposal during the ongoing budget negotiations.
