The Florida surgeon general has challenged Pfizer and Moderna safety assessments for mRNA vaccines.
Florida Department of Health. On December 6, 2023, State Surgeon General Dr. Joseph A. Ladapo sent a letter to the United States Food and Drug Administration (FDA) Commissioner Dr. Robert M. Califf and Center for Disease Control and Prevention (CDC) Director Dr. Mandy Cohen regarding questions pertaining to the safety assessments and the discovery of billions of DNA fragments per dose of the Pfizer and Moderna COVID-19 mRNA vaccines.

The Surgeon General outlined concerns regarding nucleic acid contaminants in the approved Pfizer and Moderna COVID-19 mRNA vaccines, particularly in the presence of lipid nanoparticle complexes, and Simian Virus 40 (SV40) promoter/enhancer DNA. Lipid nanoparticles are an efficient vehicle for delivery of the mRNA in the COVID-19 vaccines into human cells and may therefore be an equally efficient vehicle for delivering contaminant DNA into human cells. The presence of SV40 promoter/enhancer DNA may also pose a unique and heightened risk of DNA integration into human cells.
In 2007, the FDA published guidance on regulatory limits for DNA vaccines in the Guidance for Industry: Considerations for Plasmid DNA Vaccines for Infectious Disease Indications (Guidance for Industry). In this Guidance for Industry, the FDA outlines important considerations for vaccines that use novel methods of delivery regarding DNA integration, specifically:
- DNA integration could theoretically impact a human’s oncogenes – the genes which can transform a healthy cell into a cancerous cell.
- DNA integration may result in chromosomal instability.
- The Guidance for Industry discusses biodistribution of DNA vaccines and how such integration could affect unintended parts of the body including blood, heart, brain, liver, kidney, bone marrow, ovaries/testes, lung, draining lymph nodes, spleen, the site of administration and subcutis at injection site.
On December 14, 2023, the FDA provided a written response providing no evidence that DNA integration assessments have been conducted to address risks outlined by the FDA themselves in 2007. Based on the FDA’s recognition of unique risks posed by DNA integration, the efficacy of the COVID-19 mRNA vaccine’s lipid nanoparticle delivery system, and the presence of DNA fragments in these vaccines, it is essential to human health to assess the risks of contaminant DNA integration into human DNA. The FDA has provided no evidence that these risks have been assessed to ensure safety. As such, Florida State Surgeon General Dr. Joseph A. Ladapo has released the following statement:
“The FDA’s response does not provide data or evidence that the DNA integration assessments they recommended themselves have been performed. Instead, they pointed to genotoxicity studies – which are inadequate assessments for DNA integration risk. In addition, they obfuscated the difference between the SV40 promoter/enhancer and SV40 proteins, two elements that are distinct.
DNA integration poses a unique and elevated risk to human health and to the integrity of the human genome, including the risk that DNA integrated into sperm or egg gametes could be passed onto offspring of mRNA COVID-19 vaccine recipients. If the risks of DNA integration have not been assessed for mRNA COVID-19 vaccines, these vaccines are not appropriate for use in human beings.
Providers concerned about patient health risks associated with COVID-19 should prioritize patient access to non-mRNA COVID-19 vaccines and treatment. It is my hope that, in regard to COVID-19, the FDA will one day seriously consider its regulatory responsibility to protect human health, including the integrity of the human genome.”

Dear Dr. Ladapo,
Thank you for your letter regarding COVID-19 vaccine safety. We appreciate this opportunity to address your questions and we would like to correct the associated misinterpretations and misinformation about the data from the Vaccine Adverse Event Reporting System (VAERS), in the spirit of transparency and supporting and serving the health of our nation.
The U.S. Food and Drug Administration (FDA) and the Centers for Disease Control and Prevention (CDC) continue to diligently monitor a variety of data sources to identify any potential risks of the vaccines and to ensure that information is available to the public. That said, focusing on adverse events in the absence of causal association and without the perspective of countervailing benefits is a great disservice to both individuals and public health. Like every other medical intervention, there are adverse effects from vaccination. Serious adverse events from COVID-19 vaccines are rare and are far outweighed by the benefits of these vaccines for every age group.
The claim that the increase of VAERS reports of life-threatening conditions reported from Florida and elsewhere represents an increase of risk caused by the COVID-19 vaccines is incorrect, misleading and could be harmful to the American public. The FDA-approved and FDA-authorized COVID-19 vaccines have met FDA’s rigorous scientific and regulatory standards for safety and effectiveness and these vaccines continue to be recommended for use by CDC for all people six months of age and older. Both FDA and CDC have continued to collect outcome data from multiple sources that demonstrate the clear benefit of COVID-19 vaccines in preventing death, serious illness, and hospitalization from SARS-CoV-2 infection, along with indicating a modest benefit in the prevention of infection and transmission that wanes over time, even as new variants have emerged. Additional benefits include a reduced risk of known complications from SARS-CoV-2 infection, including post-COVID conditions, COVID-19-associated stroke and heart disease, and COVID-19-induced venous thromboembolism.
Reports of adverse events to VAERS following vaccination do not mean that a vaccine caused the event. Since December 2020, almost 270 million people have received more than 670 million doses of COVID-19 vaccines in the U.S., with over 50 million people having received the updated bivalent vaccine. The Emergency Use Authorizations (EUAs) for the COVID-19 Vaccines require sponsors and vaccine providers to report certain adverse events through VAERS, so more reports should be expected. Recent concerns about increased reports of cardiovascular events provide an instructive example of the need to do further analysis when increased reporting of an event occurs. Despite increased reports of these events, when the concern was examined in detail by cardiovascular experts, the risk of stroke and heart attack was actually lower in people who had been vaccinated, not higher.
FDA and CDC physicians continuously screen and analyze VAERS data for possible safety concerns related to the COVID-19 vaccines. For signals identified in VAERS, physicians from FDA and CDC screen individual reports, inclusive of comprehensive medical record review. Most reports do not represent adverse events caused by the vaccine and instead represent a pre-existing condition that preceded vaccination or an underlying medical condition that precipitated the event.
Adverse events must be compared to background rates in the population. This VAERS review methodology allows for successful identification of rare adverse reactions related to specific COVID-19 vaccines (e.g., Guillain-Barré Syndrome, thrombosis with thrombocytopenia syndrome , and immune thrombocytopenia following use of the Janssen COVID-19 Vaccine or myocarditis, pericarditis and anaphylaxis following use of the Pfizer-BioNTech and Moderna COVID-19 vaccines). Information about these adverse reactions is included in the fact sheets for healthcare providers administering vaccine and vaccine recipients and caregivers. FDA and CDC also continue to post summaries of the key safety monitoring findings and present the data publicly at regularly scheduled advisory committee meetings.
In addition to VAERS, FDA and CDC utilize complementary active surveillance systems to monitor the safety of COVID-19 vaccines. Active surveillance involves proactively obtaining and rapidly analyzing information occurring in millions of individuals recorded in large healthcare data systems to verify safety signals identified through passive surveillance or to detect additional safety signals that may not have been reported as adverse events to passive surveillance systems. FDA is conducting active surveillance using the Sentinel BEST (Biologics Effectiveness and Safety) System and collaborating with the Center for Medicare and Medicaid Services (CMS) and Department of Veterans Affairs (VA). These efforts complement those of CDC’s Vaccine Safety Datalink (VSD) and the v-safe text-based monitoring system for conducting surveillance of adverse events, as well as the Clinical Immunization Safety Assessment (CISA) Project. FDA and CDC are also collaborating with other non-federal partners, including state and local health departments.
Based on available information for the COVID-19 vaccines that are authorized or approved in the United States, the known and potential benefits of these vaccines clearly outweigh their known and potential risks. Additionally, not only is there no evidence of increased risk of death following mRNA vaccines, but available data have shown quite the opposite: that being up to date on vaccinations saves lives compared to individuals who did not get vaccinated. Multiple well conducted, peer-reviewed, published studies
here and here demonstrate that the risk of death, serious illness and hospitalization is higher for unvaccinated individuals for every age group. Because we are not the only country in the world using COVID-19 vaccines, we also benefit from the experience of other countries. More than 13 billion doses of COVID-19 vaccines have been given around the world, including hundreds of millions of doses of mRNA vaccines and hundreds of millions of doses to children. Consistent with our data, these multiple international partners have robust monitoring for both safety and effectiveness. They find little evidence of widespread adverse events, also detect rare events as we do, and conclude that the benefits of the vaccines generally far outstrip their risks.
While many studies could be cited, a retrospective cohort study using the CDC’s Vaccine Safety Datalink found no increased risk of death for the mRNA and Janssen vaccines across age, sex, and race/ethnicity groups. They found that crude non-COVID-19 mortality rates among COVID-19 vaccine recipients were lower than those among unvaccinated comparators. Another study using mathematical modeling estimated that the vaccines saved an estimated 14 million lives from COVID-19 in 185 countries and territories between December 8, 2020, and December 8, 2021. Vaccination is also associated with a reduction of post-acute sequelae of COVID-19. The data supporting the benefits of the COVID-19 vaccines have been critically reviewed and accepted by the medical and public health community, including state and local public health agencies and academic and professional organizations.
The most recent estimate is that those who are up to date on their vaccination status have a 9.8 fold lower risk of dying from COVID-19 than those who are unvaccinated and 2.4 fold lower risk of dying from Covid-19 than those who were vaccinated but had not received the updated, bivalent vaccine. Roughly 90% of deaths from COVID-19, as carefully classified by the CDC, in recent months have occurred among those who were not up to date on their vaccines. Furthermore, as stated above, emerging reports indicate a possible reduction in the risk of post-COVID conditions in vaccinated people who survive an infection.
As the leading public health official in state, you are likely aware that seniors in Florida are under-vaccinated, with just 29% of seniors having received an updated bivalent vaccine, compared to the national average of 41% coverage in seniors. It is the job of public health officials around the country to protect the lives of the populations they serve, particularly the vulnerable. Fueling vaccine hesitancy undermines this effort.
We agree that communication between patients and their health care providers is critical, and fully support clear, accurate communication about the benefits and risks of medical products. It is inaccurate to suggest that the federal government will “retaliate” against any health care provider for communicating with their patients about the benefits and risks of a particular medical product.
Over the course of the pandemic, FDA and CDC have held numerous public meetings to discuss the safety and effectiveness of the COVID-19 vaccines where detailed safety data are shared with outside experts and public comment is encouraged. Further, FDA publishes the full regulatory action package containing hundreds of pages summarizing clinical studies and review for each COVID-19 approval on FDA’s website (see “COVID-19 Vaccines Authorized for Emergency Use or FDA Approved”) and CDC publishes an extensive amount of information on their clinical use in Interim Clinical Considerations. Complete information about both benefits and risks helps health care providers better care for their patients.
Unfortunately, the misinformation about COVID-19 vaccine safety has caused some Americans to avoid getting the vaccines they need to be up to date. This has led to unnecessary death, severe illness and hospitalization. These tragic outcomes not only have a devastating effect on individuals and their families, but they also create a tremendous strain on our healthcare systems and clinicians, potentially compromising care for other patients.
We stand firmly behind the safety and effectiveness of the mRNA COVID-19 vaccines, which are fully supported by the available scientific data. Staying up to date on vaccination is the best way to reduce the risks of death and serious illness or hospitalization from COVID-19. Misleading people by overstating the risks, or emphasizing the risks without acknowledging the overwhelming benefits, unnecessarily causes vaccine hesitation and puts people at risk of death or serious illness that could have been prevented by timely vaccination.

They are liars and have deceived the sheep. The proof of the ineffectiveness of the shot is people who have gotten it have still gotten Covid. Just like the flu shot. The shots are full of junk and they are liars who love money not people.

I have been an intercessor over twenty-five years. I come to this site to pray in unity with my brothers and sisters in Christ against the spread of drugs in this country, protection over our children, against the powers of darkness resisting the knowledge of our Lord. What I don’t want to deal with is IFA trying to force their opinions about vaccines or who to vote for in the election. on others. From the comments, the discussions are not healthy and respectful. The information IFA posts is one sided. They, much like CNN or other media sources, herd you to the conclusion they want you to form. With great sorrow, I will not return.

The fact that the powers that be wanted to force everyone to get this worthless shot shows there is much going on behind the scenes. How many good people were fired because they refused to be bullied into taking this non-vaccine. There are so many reports and evidence of damage done to people by this jab. My friends lost their daughter to COVID. They can only wish the vaccine had been available.
I lost my Father and maternal Grandfather both within two weeks of receiving the their second shot. Neither of them had previous infections nor had preexisting comorbidity.
It takes two weeks for the vaccine to take effect.
Your Father and Grandfather, unfortunately, were exposed to the virus before they took the vaccine. It takes about a week or two after being exposed to the virus for you to start seeing symptoms and about two weeks for the vaccine to be effective.
I had friends who died from COVID, and both my pastor and assistant pastor were in the hospital from COVID. While some people had mild or no symptoms, other people had long term effects from the virus which they still deal with today. About all that can be said is that COVID has proved to be wildly unpredictable.

Why wasn’t this research not done before many people took the shot. Our government lied to us.
I did not take it and got a lot of flake about exposing others, etc. Everyone at church that took the shoot has had covid. I have not; until just last month and it was a very mild case. AT 77 years old I figured it was a matter of time before I did get it. The “shot” did not protect anything in my experience. What a big FAKE SCENARIO this whole thing was and is.

I agree! There have been studies that show that people who have had the vaccine have shed the poison on to others. Also, those who have taken the “test” several times or have gotten the shot, continue to get sick. It is a shame that people believe the government and their false propaganda. This whole thing (the vaccine) goes much deeper than many realize. I know many, many people who have gotten the vaccine and are now dealing with all kinds of illnesses. I would like for everyone to wake up at this point and realize that these wicked people KNOW what they are doing, they are not ignorant nor are they making a “mistake”. This claim has never been proven. Someone posted an interview with Bill Gates which was edited and made it sound like he was saying that vaccines could be used to reduce the world’s population. What he actually said was that he had noticed that when vaccines were available in third world countries that couples had less children and when asked they said that this is because families had many children because they assumed that most would die and couples wanted at least some children to survive them. Because vaccines enabled more children to live, couples decided to have less children because their children lived long enough to become adults.
I am not a Bill Gates fan, but do not believe in misrepresenting other people.
Bill Gates also said that he had no concerns about over population. The fact is that the birth rate is dropping in China, Europe, Japan and other countries. There would be no reason for anyone to try and reduce the population through a vaccine.

There is absolutely no need for a Covid vaccine. There are medications we can use. Trump spoke of them before all the mandates came down and this mess of a government we have allowed came against him. Hydrachoraquine Ivermectin. Budesonide. Utube took down every form of info to help us its evil and we can shut the doors on mandates and open the doors on truth. Fauci and many others could be hung for treason. WHO is going down along with WEC and many organizations in our own government. Church leaders being exposed and honestly dealt with are vital the the Kingdom of God as He is shaking all that can be shaken. Laying the side to the root as we pray. The draw backs of this approach is that it does not eliminate or reduce the risk of long term COVID effects.
Another drawback is that during the height of the pandemic, there would not have been even a fraction of the number of hospital beds that were needed to provide this service.

Actually, the studies on the COVID-19 vaccine have caused way more health issues and death than those who have got the virus. The narrative from the main stream media, nih, and from governments like ours are pushing that those who got the COVID-19 vírus are getting heart problems and are causing more deaths than the vaccine.The problem with this narrative is there are 2 groups of people, the vaccinaated and the unvaccinated. Those getting heart issues among other medical ones are mainly the vaccinated. Attached below is an unbias study that came out this year. Where is the main stream media on this study? One thing is for sure, we must continue to pray that the Lord will send physical, mental, emotional and spiritual healing to our land and the nations of the world. The evil one meant all of this for harm, but God will turn it into good. I love the “but God” statements in His Word. Praise God for the hope that is within us.

I am not pro or against the vaccine but am concerned about the wildly exaggerated claims being made.
Over a million in the United States died from COVID. Even if 20% were misidentified as dying from COVID when COVID only contributed to their death, that is still a large number of people when you take into account that the medical care in the United States is significantly better than the medical care in third world countries. One estimate puts the number who died worldwide at 15 million, but knowing the true total is difficult because in third world countries the only ones counted were those who died in hospitals and did not include the number who died at home or in the streets.
The number of deaths with a proven tie to the vaccine is in the United States is in the single digit thousands.

I’m praying that those of my family who have gotten the shot or shots will not be harmed in their body in any way. Some family have had Covid twice and my son is suffering from an arterial issue in his left leg. We have all been sick with continuous sinus and hay fever allergies year round as well as dehydration issues. Non of my family have gotten Covid booster shots and the younger children will not get any shot period. We are all saved with some trusting Jesus to keep us well. Unfortunately, it’s not just the vaccine that is causing problems. Studies have shown that just having Covid has long-term effects on health. Covid is now listed as a qualifying disability for disability benefits.

Thank you for your comment. My daughter, while in her twenties and in excellent health, developed congestive heart failure after having COVID.
Some of these comments are deeply troubling to those who have lost friends and family to COVID. Even if there were side effect later from the vaccine, many would rather that their loved ones had taken the vaccine and lived and, assuming there were side effects, dealt with side effects as they developed. In that case, they would at least be alive.

The first wave of the virus in 2020 was most virulent and even into 2021, the symptoms were so varied, we in healthcare were horrified, terrified by this wee beast…because it is still like a chameleon that could not only camouflage but caused damage in the human body in soOo many ways, in every system of our body, young and old!
Our Big Brother Jesus has not answered all my ‘why Lord??😓but HE has taught me, trained even, while holding me, the pieces of my shattered heart, to trust His promise to work all things together for the good of those called according to His purpose, even pandemics and even immeasurable pain – which HE never wastes…especially when we choose to praise Him, raising Hallelujah’s even before we see prayers answered in the darkest monster filled valleys of death’s shadow, choose to thank Him for being good, being faithful, not for the evil or ick of the moment.

We knew from the start these vaccines were not safe for humans beings. That is why we did not take any vaccines for Covid 19. We do not trust this Biden government to treat us with any vaccine. They manufactured Covid with the Chinese government and should be impeached as traitors to the American people. The Chinese government hates Americans and wants to wipe us out just as the Palestinians want to wipe out any Jewish person. Since Biden and his advisors came into power we have seen more sicknesses, illegals have brought in diseases that were never here before like leprosy. They have brought in drugs to addict young people. They have costs the American people money that should have been used to help legal people. I say send them back. Clean up their own countries and don’t ruin our country. They have raped women and children. There is more crime since Biden came into power. God help us wipe out these illegals from coming into what was a free nation! We are no longer free and they are taking away the freedoms we still have!
It is or was my understanding that these “shots” were developed using an aborted baby kept alive for parts. I am no longer finding that information but it only took finding it once to give me reason to reject a shot that does not prevent the sickness. A vaccine is supposed to prevent the sickness so these are “shots” full of junk. Amen to what you have said. As for welcoming the alien, I want to welcome aliens who enter our country the proper way. About the vaccines, Pfizer and Moderna used parts of aborted babies, but the babes have been long dead.
They are using RNA, part of a cell, targeting a small change on cellular level in the name of protection. Which is in my opinion a huge risk in humans, but was ‘discovered’ and used to fight some cancers, successfully at first.
But we humans are notorious for asking ‘could we’ before ‘should we’, to our detriment too often.

Adrain, the experiments -paid for by our tax dollars – on aborted babies and all kinds of virulent bacteria and viruses in secret labs for decades – to most Americans anyway – labs in other countries , covid vaccines were made and shoved down America’s throat on Trump’s watch and leprosy has been here for a long time, in Florida it is primarily in rural areas and has been misdiagnosed for decades, only recently have numbers increased because doctors are more familiar with the symptoms and considering it early and we have a drug problem, both addiction and production, for decades.

I agree 100% Adrian with everything you said! I recently retired after 37 years of working in a hospital and refused the “vaccines” which are not even vaccines! I would have retired earlier had I not been granted a religious exemption. Our Founders/Framers would be DISGUSTED at how the federal government has taken away our freedoms which is why they put Article V clause 2 in the Constitution so We The People could decentralize power. Technically, the research started after the first outbreak of SARS Coronavirus-1 (2002 – 2004) and initial development started under Obama when funding was granted after the fear/outbreak of H1N1/Swine Flu/Ebola. Funding ended before the research and vaccine could be released
Anndee – I remain of the opinion that combined efforts so far have failed to produce what is by definition a “Vaccine” – mere governmental enforcement only tends to support the facts demonstrating a lack of efficacy but relatively high toxicity.
I pray to God Almighty that He may guide Mankind to a proper solution for this Pandemic which He has already abated this time.
