Lawmakers and Communities Battle Big Tech Over AI Data Centers
As artificial intelligence continues to expand across America, lawmakers are grappling with a growing backlash against the massive data centers required to power the technology. While Congress has introduced numerous bills aimed at addressing local concerns, most have failed to gain traction as powerful technology companies lobby aggressively to protect future development.

Lawmakers have introduced several pieces of legislation to restrict Artificial Intelligence (AI) data centers as more Americans have voiced their opposition to the construction projects in their communities, but many of the bills have continued to languish in Congress.
Some members of Congress have sought to channel the anti-data center sentiment sweeping across local communities by introducing legislation to resist more construction projects. These pieces of legislation have not advanced beyond the introduction stage, largely because Republicans are split on the issue and have been unable to advance bills from the markup stage, particularly as tech giants like Google and Meta have lobbied heavily against moratoriums, off-grid mandates and other measures.
Meta launched a pro-AI super PAC effort that was expected to spend around $65 million for the midterms, according to Axios. Another PAC called Leading the Future raised $50 million. Meta also gave $45 million to a federally registered nonprofit, American Technology Excellence Project, to back candidates who āadvocate for AI progress,ā according to The Washington Post. Google has contributed millions to midterm candidates, including a $5 million donation to the California Leads committee, which supports pro-AI candidates, the Post reported.
The rapid growth of artificial intelligence has created unprecedented demand for computing power. To meet that demand, technology companies have proposed building large-scale data centers across the country. These facilities house thousands of servers that process and store the information needed to power AI systems.
Supporters argue that data centers are essential for maintaining America’s technological leadership, particularly as competition with China intensifies. President Donald Trump’s Project Stargate initiative, announced shortly after his return to office, seeks to invest hundreds of billions of dollars into AI infrastructure. Many technology leaders view expanded data-center construction as critical to achieving that goal.
Opponents, however, have raised concerns about the local impact of these facilities. Many communities worry about increased electricity costs, water consumption, environmental effects, and the loss of local control over development decisions. Those concerns have fueled a growing grassroots movement opposing new projects in several states.
Republican Pennsylvania Rep. Rob Bresnahan introduced legislation called āThe Local Control Protection Act,ā which would restrict companiesā abilities to sue municipalities for rejecting applications to build data centers.
āWe should never let billion-dollar corporations supersede the voices of those who live in the community,ā Bresnahan said, according to Axios. āThe people who live here, work here, and raise their families here are the ones who know whatās best for our communities.ā
Republican Tennessee Rep. Matt Van Epps introduced The Critical Infrastructure Airspace Defense Act Thursday, which could arm companies that own data centers. The proposed legislation was in response to key investors warning about domestic terrorism targeting AI data centers, while critics point out that data centers may be doing more harm than good.
Several lawmakers have also proposed legislation aimed at shielding consumers from potential utility-rate increases. Senators Josh Hawley and Richard Blumenthal introduced the GRID Act, which would require new data centers to use off-grid power sources and eventually transition existing facilities away from the public electrical grid. Other proposals would require greater transparency regarding energy consumption and environmental impacts.
Public opposition appears to be growing. Communities across the country have organized petitions, voted against proposed projects, and in some cases enacted restrictions on future development. According to reporting cited in the article, Monterey Park, California, became the first community in the nation to approve a permanent ban on data centers, while voters in several other municipalities have taken action against local officials who supported large-scale projects.
The debate over AI infrastructure reflects a larger national conversation about how emerging technologies should be governed. While many Americans recognize the economic and strategic importance of artificial intelligence, others question whether communities are being asked to bear excessive costs in pursuit of technological advancement.
These discussions raise important questions about stewardship, accountability, and the responsible use of innovation. Technological progress can be a blessing when used wisely, but we should also pray for leaders to carefully weigh the impacts on families, communities, and God’s creation. Oh God! You who spoke the world into being and formed man with Your hands and breathed into him the breath of life, and charged him with stewardship of Your creation; help us today in the face of what seems overwhelmingly mysterious and beyond control. Those data centers for increasing artificial intelligence can be like DNA codes, which You designed but which humans cannot replicate. Help us, oh God! Give us wisdom for this hour in Time. May we remember, above all, that You “. . . uphold all things by the word of His [Your Son’s] power . . . .” Thank You, Father! for being here and near!
Lord, please also expose what is behind the perceived need for so many huge data centers. Is it to keep more personal data or monitoring of individual citizens as is happening in China. Enlighten and motivate government officials of how to keep AI in check as a tool, never a master.
All those big tech companies should build these data centers where they live. Of course then they would just move since they have the resources to do so. How about this build them in the national parks which we the people and faithful servants of God own then we charge the greedy people massive rent to use them. These companies donāt care about the environment or we the people or God it is all about money and power. Let us not forget that green energy is also a problem. I read an article where thousands of acres of trees were cut down so a solar farm could go in. Trees and other plants are big producers of oxygen need I say more. What good is it to have power and wealth but lose your soul. I pray that God strengthen me to remain faithful. I trust in God.

Where are all the environmental/climate change activists now? The greatly increased need for electrical power, water consumption etc. and the land needed for these centers is definitely not in line with the activists “zero carbon” rhetoric we’ve been hearing for decades. Electric cars, wind turbines and now data centers??? What good is data/info if we have no clean water, no affordable energy, (they closed the clean coal plants in favor of wind and solar) and no land on which to grow our food? Our first job was to take care of all God has created. Adam and Eve were the caretakers of the garden – the stewards of God’s glorious creation. All creation sings God’s praises twenty-four/seven – maybe that’s why satan wants it all dead – so it will be silent. BUT Jesus said in Luke – “if they keep quiet, the stones will cry out.” (Luke 19:40) We should not be silent, nor abdicate our responsibility to steward well all of God’s creation. May we use our voices and our votes in ways that honor God and do what is best for His creation – not what is financially expediate in the moment – but comes at a very high cost afterwards. “What shall it profit a man if he gain the whole world but lose his own soul?” http://www.mtothe5th.wordpress.com
I ask that God will provide our American leaders with His Guidance throughout this entire process.
I ask that the needs of these companies who are developing this business endeavor will not be transferred to us, but will be their responsibility.
I pray their industry needs would not be transferred to the American citizens.
Since their business endeavor requires so much energy, they should see this as their expense for developing their business and not shift the burden to the American citizens.
Our tax dollars have paid for our electric grid. We will not be share-holders of the business they are endeavoring to develop. It is their responsibility to build their own power-grid to meet their business needs.
I pray our American leaders will not allow a private business’s needs to be funded by the American citizens.
Father, we know that AI will never go away. It is here to stay. Grant wisdom in how to create and sustain the energy needed to support these data centers. Give community and state leaders the courage to stnd up to these billiong dollar companies. Father, in my mind, before a data center is built, the investors should have to provide their own electricity for them. So, Lord, as Dutch Sheets just said today, let the technology needed to provide the electricity for these data centers come forth now. And let them be built underground. Amen, Lord. Amen.
Let’s spell it out. AI is ARTIFICIAL INTELLIGENCE. All technology can be used for good or for evil. In the wrong hands, my personal opinion is that A.I. and the push for data centers will accelerate the prophecies in Book of Revelation of Jesus Christ and will be used for evil eventually during the coming Great and Terrible Tribulation when those who are not caught up in the clouds when Jesus comes to take His Bride home will be left behind to deal with the artificial Beast System. AI is manmade not God made. So my prayer is:
Abba Father, guide and direct our leaders to use wisdom from You in making all decisions when analyzing use of technology in this world. May more of mankind today read Your Word, and do it in obedience to You! Amen.
