The Trump administration is taking another major step in its effort to combat transnational crime and strengthen security throughout the Western Hemisphere. The State Department has announced plans to designate two of Brazil’s most powerful criminal organizations as foreign terrorist groups, a move that could significantly expand the tools available to target these dangerous networks.

The State Department will announce on Thursday that it is planning to designate Brazil’s two most powerful organized criminal syndicates, the Comando Vermelho (Red Command) and Primeiro Comando da Capital (First Capital Command, or PCC), as Specially Designated Global Terrorists (SDGTs) and Foreign Terrorist Organizations (FTOs).

The designations impose onerous sanctions on the gangs and their members, block them from keeping their assets in the United States or freeze assets already in the country, and make it illegal for American citizens to offer material support to them. In a statement on Thursday, the State Department explained that the PCC and Red Command pose a significant security threat both in Brazil and internationally and engage in violent narco-terrorism throughout South America, meriting the designation.

The designations will become effective on June 5.

The designation of these criminal organizations as terrorist groups reflects a broader shift in how the Trump administration is approaching international crime. Rather than treating these syndicates merely as criminal enterprises, officials are increasingly viewing them as national security threats whose influence extends far beyond the borders of their home countries.

According to reports, both the PCC and Comando Vermelho have been involved in extensive drug trafficking, weapons smuggling, violent attacks, and organized criminal activity throughout South America. Authorities have also expressed concern about alleged ties between these gangs and Hezbollah, the Iranian-backed terrorist organization. Such connections, if substantiated, would further underscore the growing convergence between international terrorism and organized crime.

The move comes amid ongoing concerns about cartel activity, drug trafficking, and regional instability throughout the Americas. By applying terrorist designations, the United States gains additional legal and financial tools to disrupt funding networks, freeze assets, prosecute supporters, and limit the ability of these groups to operate internationally.

The announcement has also generated political debate within Brazil. Reports indicate that some left-wing leaders opposed the designation, while conservative figures have argued that stronger action is necessary to confront the violence and corruption associated with these organizations. Regardless of political differences, the impact of these criminal networks has been felt by countless families and communities throughout the region.

As believers, we can pray that governments would act with wisdom and courage to restrain evil, protect innocent lives, and promote justice. We can also pray for those living under the shadow of violence, corruption, and fear that they would experience safety, freedom, and hope.
