The report, commissioned by political figures and led by survivor advocate Sammy Woodhouse, seeks to document the scope of the abuse and examine the institutional failures that allowed it to continue for years.

The 2026 Rape Gang Inquiry Report is one of the most thorough attempts yet to document the scale of the rape and trafficking of white British girls within the U.K. at the hands of predominantly Pakistani Muslim men. While reports of the abuse in centers like Rotherham, Telford, and Oxford may be the most detailed, this was a national phenomenon. …

The report explains that likely 95 percent of the gang members responsible for the horrific abuse are Muslim men — “predominantly of Pakistani heritage, although smaller groups from Somali, Iranian, Syrian, Turkish, and other Muslim origins were also involved” (7). The rape gang activity seems to date from the 1970s, but there are newspaper reports even from the 1950s recounting sexual assaults of white British girls by Pakistani men.

The report documents the way in which these horrific abuses unfolded over decades in multiple counties and cities across the U.K. and how they were predominantly covered up and enabled by the local and national government, including police, government schools, social care services, and the National Health Service (NHS). Government officials feared being deemed “racist’ for exposing the gangs — anything no matter how brutal or corrupt rather than threaten the revered sanctity of multiculturalism.

The issue of grooming gangs has been a subject of public concern in Britain for years, particularly following major investigations in places such as Rotherham, where independent inquiries found that large numbers of children were sexually exploited while authorities failed to respond adequately. Similar scandals emerged in other communities, prompting questions about law enforcement, child protection systems, and political leadership.

In recent years, calls for additional investigations have intensified. Advocates for victims argue that many questions remain unanswered regarding the full scale of the abuse, the identities of those responsible, and the actions—or inaction—of public officials who may have ignored warning signs. Survivors have frequently spoken about feeling abandoned by institutions that were supposed to protect them.

The newly released inquiry places particular emphasis on accountability and transparency. Supporters of the effort say the report helps ensure that victims’ stories are not forgotten and that policymakers continue examining what reforms may be necessary to prevent similar tragedies in the future.

The controversy has also reignited broader debates in the United Kingdom regarding immigration, integration, policing, and free speech. While opinions differ sharply on the causes and policy implications, there is widespread agreement that those responsible for abuse should be prosecuted and that vulnerable children must be protected.
