Florida is taking steps to address the many crimes happening at our southern border every day. This is an answer to our prayers!

(The Center Square) ā€“ A new multi-agency human trafficking strike team has been created in Florida to target border-related crime. As the result of a recent months-long operation,Ā 10Ā victimsĀ were rescued, andĀ several alleged perpetrators were arrested.

Attorney General Ashley MoodyĀ announcedĀ the creation of the new strike team with law enforcement leaders on Thursday.Ā 

ā€œHuman trafficking is a challenge for every state,ā€ AG Moody said, ā€œbecause, under this president, we haveĀ absolutelyĀ no enforcement at the southwest border. People areĀ ā€¦Ā giving monies to transnational criminal organizations to bring them straight into this country; then they find themselves at the mercy of the same organization.Ā 

ā€œBecause we have ourĀ ownĀ government pushing as many people as they can into the interior,ā€ enforcing the law ā€œfalls on the shoulders of these folks standing behind me to make sure that we are rescuing thoseĀ that areĀ being taken advantage of,ā€ she said.

TheĀ investigation began in October 2023 in Manatee County after the sheriffā€™s officeĀ acted onĀ a search warrant and turned over information to Homeland Security Investigations and the strike team, FDLE Special Agent in Charge Mark Brutnell said.Ā 

Investigators identified businesses that were commercial fronts for sex trafficking operations in Manatee and Hillsborough counties, where alleged ringleader Lina Payne recruited women from Columbia and allegedly held them hostage in Florida. She thenĀ allegedlyĀ forced them to have sex to pay off their debt to bring them into the country under threat of violence.Ā 

ā€œWhat we found was a fully functional, highly organized international human trafficking operationā€ based in Hillsborough and Manatee counties, Brutnell said. Payne was allegedly making frequent international trips to Latin American countries where the victims were living andĀ were later traffickedĀ through the border into Florida, he said.Ā 

The victims had no accessible modes of transportation,Ā theirĀ identification documents were takenĀ from them,Ā their food was deliveredĀ to them,Ā theywere forcedĀ to live inside massage parlors, barber shopsĀ andĀ other businesses, where they could not leave, he said.Ā Ā 

Payneā€™s alleged accomplices, her boyfriend, Sebastian Jurado, and her son, Andres Payne, were involved in recruiting women from Venezuela and Colombia who agreed to pay between $40,000 and $50,000Ā to be smuggled across the southwest border into the U.S., according to the investigation. Lina Payne allegedly promised them legitimate work, but once they arrived, theyĀ were heldĀ hostage.Ā 

At one point during the investigation, it appeared Lina Payne was attempting to flee the country andĀ was arrestedĀ at the Fort Lauderdale International Airport. Not soon after, her boyfriend and sonĀ were arrestedĀ in Tampa. Another alleged trafficker remains at large. Each defendant faces multiple felony charges and isĀ being prosecutedĀ by AG Moodyā€™s Office of Statewide Prosecution.

Through the course of the investigation, the strike team rescuedĀ 10Ā victims. They also believe they identified more than 117 victims of Payneā€™s trafficking operation over years.Ā 

Pasco County Sheriff Chris Nocco said the victims ā€œwere brought here to Florida and had no ideaĀ what hellĀ they wereĀ being broughtĀ into. Weā€™re talking about human lives. If someoneĀ wasĀ drowning, weā€™d go out and save them. These are people who are lost out at sea, in hell, living in captivity. We are going to rescue them.ā€

While he said he was glad they caught the traffickers, he said, ā€œthereĀ are a lot of evil people who pay to have forced sex, rape, with these women.ā€Ā 

One way to break the cycle of sex trafficking was to enhance criminal penalties ā€œagainst people who are buying and forcing sex on and raping women.ā€ Another is to create a civil penalty to enable victims ā€œto easily sueā€ their abusers, he said. ā€œIf we take away the livelihoods of the people buying and forcing sex on victims, take their houses, cars, ā€¦ it will set a tone. Just like everything else we do in Florida, we will protect people.ā€

AG Moody said, ā€œBidenā€™s border crisis is emboldening transnational criminal organizations, and as a result, we are seeing horrific human trafficking cases right here in Florida. The disturbing facts of this case highlight the need for our new statewide StrikeĀ Team,Ā and demonstrate how this expert team of investigators, prosecutors, analysts, and victimsā€™ advocates can help coordinate efforts to take down trafficking operations and rescue victims.ā€

The new strike team is providing intelligence, guidance and support to law enforcement agencies statewide andĀ is alsoĀ coordinating emergency victim support services.Ā The team works directly with Floridaā€™s new statewide human trafficking tip line, 855-FLA-SAFE.Ā 

Itā€™s currently assisting local law enforcement efforts with more than 20 human trafficking cases and making contact with nearly 40 victimsā€”including theĀ 10Ā victims from this investigation, Moody said.Ā 

Also joining MoodyĀ in making the announcementĀ wereĀ Florida Department of Law Enforcement Commissioner Mark Glass, Hillsborough County Sheriffā€™s Office Colonel Chris Rule, Manatee County Sheriffā€™s Office Major Todd Shears and Homeland Security Investigations Tampa Special Agent in Charge John Condon.

Praise God there are states taking this seriously. I pray that God will cover these brave men and women as they continue to save innocent children and teens and women. I pray The Fl Governor gets more money to expand his mission. Thank you to the AG of Fl. We need brave men and women in Indiana to sweep this crime out of our state as well. In the name of Jesus.

Praise the Lord. Many times when I seek a truck with unmarked details, I ask the Lord, if there are children in that truck being trafficked, please expose them, arrest them, and release the children.

May the severe punishment for the crime of raping ANYONE be instituted and widely publicized. And may our Father in heaven heal the horrid memories and shattered trust of all those (young boys and girls too!) who have been so abused.

We also pray for the protection of those busting these often very violent perpetrators. Lord have mercy on us and cleans our land of this wickedness!
