President Trump suggested his decision to defer payroll taxes for some Americans via executive order could become permanent, saying it will have “no impact” on Social Security benefits.
“This will have zero impact on Social Security,” Trump told reporters on Sunday before boarding Marine One. “We protect Social Security.” . . .
Kudlow told CNN’s “State of the Union” that the president will protect Social Security and Medicare after Trump vowed to make permanent his coronavirus executive orders’ cut in the payroll taxes, which help fund the programs.
CNN’s Dana Bash pushed the White House adviser, asking if Trump can protect the programs “and cut payroll taxes at the same time.”
“When he referred to ‘permanent,’ I think what he was saying is that the deferral of the payroll tax to the end of the year will be made permanent,” Kudlow said. “It will be forgiven. The tax is not going to go away.”
In an attempt to bypass a deadlocked Congress, on Saturday Trump signed four executive actions — including one that postpones the collection of payroll taxes from Sept. 1 through Dec. 31 for individuals earning less than $104,000 annually, or less than $2,000 per week. . . .
Currently, all employees and employers pay a 6.2% payroll tax on wages capped out at $137,700. An employee earning $50,000 per year, for example, pays $3,100 in payroll taxes.
That money goes toward specific programs such as Social Security, health care, unemployment compensation and workers’ compensation. Workers also pay a Medicare tax of 1.45%.
Defenders of Social Security were quick to criticize Trump for suspending the taxes, suggesting it was part of a broader initiative to gut the social program. . . .

The order is technically a deferral of payroll taxes — not a suspension — meaning that the taxes will eventually be due at a later date. However, Trump has pledged to pursue a permanent cut to the taxes.
“If I’m victorious on Nov. 3, I plan to forgive these taxes and make permanent cuts to the payroll tax. I’m going to make them all permanent,” Trump said during a Saturday news conference. “In other words, I’ll extend beyond the end of the year and terminate the tax.” . . .
Kudlow added that he think’s Trump’s “intent” is “that we will take any steps possible to forgive this deferral. That’s what he was actually saying. We will protect Social Security. We will protect Medicare.”
“I think he meant the deferral would be forgiven,” the White House adviser responded. “I think he was saying that the savings on the deferral will be permanent. He did not mean that he was eliminating the Social Security tax.”
The president signed a series of executive orders on Saturday, including one that permits employers to defer payment of payroll taxes through 2020 for employees making less than about $100,000 annually. Trump then committed to make the cuts permanent if he is reelected.
Presumptive Democratic presidential nominee Joe Biden criticized Trump for that commitment, saying it would “undermine the entire financial footing of Social Security.”

My understanding, from a business standpoint, is that when you say payroll taxes, you are referring to that deduction that is deemed for the IRS, our federal tax deduction. Our Social Security tax deduction goes to the Social Security Fund to be distributed as Social Security Payments. There have been many calls to audit the IRS, to investigate exactly where all of the collected taxes are going, etc. The two funds are completely separate. At lease when the President says “Payroll taxes” he would be referring to the deduction that is aimed at the Federal System. There is also a state tax deduction that is decided by individual states. The President has no control over that. President Trump campaigned on looking at the Internal Revenue Tax System as it has no transparency. That is just wrong! Remember President is a business man, and Joe Biden doesn’t have a clue.

Look up Postal Accountability and enhancement act of 2006 Passed by a Republican-led Congress and signed into law by President George W. Bush, the PAEA gave the Postal Service new accounting and funding rules for its retiree pension and health benefits. Up until 2006, the USPS funded those obligations on a pay-as-you-go-basis, pulling out of its pension fund and adding to it as retirees’ costs came in. But the PAEA required the Postal Service to calculate all of its likely pension costs over the next 75 years, and then sock away enough money between 2007 and 2016 to cover most of them.

A look at some of his economic claims:

The risk is that this could destabilize an anti-poverty program that provides payments to roughly 65 million Americans. It also could force people to cut back on the spending that drives growth so they can save for their own retirement and health care needs if they believe the government backstop is in jeopardy.
A 12.4% payroll tax split between employers and workers funds Social Security, while a 2.9% payroll tax finances Medicare. These taxes raised $1.24 trillion last year, according to the Congressional Budget Office. Over a 10-year period, Trump’s idea would blow a $16.1 trillion hole in a U.S. budget that is already laden with rising debt loads.
Trump last week announced a payroll tax deferral through the end of the year, part of a series of moves to bypass Congress after talks on a broader coronavirus relief bill that has stalled. He says he will eliminate the tax with the help of Congress. Democrats have described that idea as a nonstarter.
White House press secretary Kayleigh McEnany on Thursday suggested to reporters that Trump misspoke when he said he would eliminate the payroll tax if reelected. She said the president would only push to make the payroll tax deferrals permanent.
That claim has little basis in reality.
Trump on Wednesday said at least four times that he would end the payroll tax. The president added that the tax would be eliminated after the “beginning of the new year,” while the deferral only applies to the closing months of 2020. Trump said his planned payroll tax reduction would be a “number that’s bigger than any of the numbers we talked about.” A typical family would get back $5,000 or more, Trump said.
That average is so large that it suggests Trump either wants to eliminate the payroll tax or he did not understand his administration’s own policies.
TRUMP, asked how the General Fund can sustain the payments: “We’re going to have tremendous growth. … You will see growth like you have not seen in a long time.”
THE FACTS: It is highly unlikely that economic growth would be enough to offset the loss of the payroll tax.
When Pat Robinson ran for President in the 80s he told everyone back then this country can not afford to have Babyboomers retire. He said in 2010 million will start Social Security for the next decade & beyond. If we don’t do something now, they will break the bank. It’s hard to justify if President Trump is doing right or wrong since the government made laws when President Johnson was in office to defer social security monies into general funding. Maybe what Trump ought to do is demand the government to repay that relocated monies back into SS and continue to make the proper monies stay within that SS as deemed by President Roosevelt back in the 1940’s.

Payroll taxes are withheld from you pay, Social Security Taxes, L&I taxes, retirement 401 K deductions etc, etc. All decrease the amount you receive in your payroll check and you set the number of exemptions or dependants you claim. This is the amount that is a set aside that in many payroll checks will act like a savings plan when April 15th comes. Always has been, and is in no way part of the Social Security or Medicare funding. Unless the Congress or Obamacare has messed with these calculations. Fake News to upset to voters. Like many here that have knowledge about payroll accounting and paying employees we need to be praying that Truth always comes to the surface and politics and Fake News is fact checked! The volumes of pages in Obamacare and the thousands of pages added in regulations to it, are way too much for me to digest, as my vision is not stable enough most days to weed through my mail, but praying for those that are knowledgeable in tax law need to be speaking out and making this understandable to the normal voters.

I am not blaming just one person but I just have been trying to point out the obvious.Trump is simply not fit to be president for so many reasons. So sorry to hear you had such a bad experience. Not far to single out one person, as it took a lot of Democrat’s and Republican’s not reading the Obamacare Bill, and then a lot of Department heads to mess it up even more writing implementation regulations.
When Trump came into office he was faced with Democrat’s that hated him and didn’t want him there, and to be honest a great number of Republicans that didn’t want him there either. The American public deserved better, and needed more at that time.
I’ve worked on Senate Work groups in my State and the are just like what he faced, resistant to any non-politicians on the group.
Like I had to do was learn the ways around them so I could represent those I was sent there to represent, it’s a hard road to get through to those that will listen, and help you navigate, so as hard as it is to navigate through the insurance companies, unemployment etc. it is just as difficult and truly a learning experience if you can live through it. If you are a Christian you pray yourself through the frustration, and the awful people you meet on the way, but blaming any one person isn’t helpful, but you must start local and move your way up and pray you can find someone that will take pity on you and help you navigate it all.
In this State we have the right to die laws, and their goal is just to get rid of those who complain, and find fault, and call it an expected outcome when you die in their facility. God took care of me, and absolutely no weapon formed against me prospered. I did have to have three eye surgeries, and I’m still in a wheelchair, but I’m alive today by the grace of God, and my claiming every day that No weapon formed against me could prosper. I pray that your eyes are opened and you can hear and understand the message I’m sending. Forgiveness will heal all.
Federal withholding tax can be suspended without it affecting Social Security or Medicare is my understanding. That is the way it was when I did the payroll books for my husband. They are 3 different departments that money is taken out of payroll for and applied to.

You are correct as I explained at the top of this discussion. However, there is a threat to the SS Fund and that is the millions of Americans who are not paying the SS tax now due to unemployment or shutdowns of their businesses. There seems to be so little understanding of how our system works. As people retire, they are always outnumbered by younger generations that are continually paying into the SS Fund. So money is replenished at a higher rate than being distributed. That is why a country that is operating well under a system can never be shut down without dire consequences. It needs to stop now or we will go into complete freefall. People need to stand against the crisis upon us. We can handle this flu but we cannot keep the America we know with the extreme measures taken especially by our Democratic states. To discontinue federal tax payments to the IRS would be very helpful to citizens at this time.

Just like the tax comment has been misleading to many, President Trump talks in a business language that some misunderstand. Recently the President pointed out that with the new trade deals completed with Mexico, it does provide us more money to pay for the wall. When he made the original comment he did not expect to be handed cash from Mexico. He knew that all of our previous trade deals with countries were actually draining our American wealth, and he knew how to use leverage to correct it. Every country that has fallen to Communism before us, had a propaganda spreading media to convince the people that their committed and honest leaders were liars and cheaters. Oh, I forgot. Seems like a great number of Christians have left as well. God spoke of this in His Word. Thank You for strengthening righteous reporters and helping those that are lost to repent (2 Peter 3:9). We long for unbiased news, freedom of the internet, lack of censorship, accurate reporting & free and open journalism across the nation and world (Prov 25:25). We ask “newscasters” would not bear false witness, relate hearsay, gainsay truth & forward outright lies (Ex 20:16). We pray for repentance & reformation in news agencies, big data (FAANG — f@cebook, @pple, @mazon, netfli#, g00gle), and government in restricted areas. May reporters, big tech CEOs and their attorneys be saved and come to the knowledge of the truth (1 Tim 2:1-5). Remove those who are not going to be saved (Ps 68:2). Grant mercy on the in the masses in the meantime (Matt 9:36) and give us the gift of discerning of spirits (1 Cor 12:10). The Social Security program was gutted years ago by the representatives in Congress who spent tax payer money, dedicated to Social Security, to help insure their own favor with their constituents. There is an organization, whose name I can’t remember, who keeps an annual account of gross mismanagement of public funds. The results are appalling – a complete waste of millions of dollars every year.
Our Congressional representatives, in general, no longer recognize their mandate as “servants of the people”. Our current president should not be taxed with the need to “fix” the lack of effective, fact-based, reasoned legislation that comes or does not come from the legislature. The president’s job is to affirm or deny the legislation as is reasoned to be in the best interests of the people of our nation. President Trump is doing “yeoman’s service” for us in covering up for the lack of action by the Congress.
We the people are the ones at fault, as we have been content to “let the gov’t. take care of it” so I can enjoy pursuing “my goals”. We have been lured into laziness and apathy as regards the use of our money and the policies that we have allowed to be put into place. The question remains, “How can we recover from this?” Only our GREAT and MERCIFUL GOD can bring the wisdom and restoration we need. Our part is to repent and do the things we did at first – in service to HIM and in service to our country that HE mercifully established.

As usual the mainstream media has taken what President Trump says and misconstrues what he really said. I agree that reform needs to happen, we have way too much government to contend with. My Grandmother had been saying this very thing since the 1940’s until her death at 95 years of age. I do not believe that Social Security needs to be cut, but so many social programs do. We pork barrel so many things that are not necessary, and really important things get cut. So I trust our President to do the right thing. WE are a greedy people and expect the government to pay for our greediness. So I also support term limits, our nation was never meant to have career politicians, as we do today. I heard Trump say at a news conference yesterday his intentions for cutting the payroll tax will end after he’s elected or to mean at the end of this year. This is for the purpose and I believe an incentive to workers who are not receiving unemployment benefits and to stimulate the economy. I believe he knows what he is doing. Let’s pray the Lord protects the election and that those called by His Name, will pray and know the truth. Let every false report be mute and the true reports be revealed. God gives His people discernment so they know how to pray. And He calls us to pray for our leaders that they know the Truth and not perish.

I trust him. I believe he really cares and has no desire to hurt those who depend on social security. Probably many of you have heard, like me, many individuals who know him personally say that he is kind and compassionate. Let’s vigilantly pray for our President and believe the best about him.
