George Orwell once said, “All tyrannies rule through fraud and force, but once the fraud is exposed, they must rely exclusively on force.” The World Health Assembly, also known as the decision-making body of the World Health Organization, convened on May 21–30, 2023, with the goal of forcing its vision for “One Health” on the entire world. Thankfully, the plans to amend the International Health Regulations, as well as solidify a new Pandemic Treaty, failed to come to full fruition, as no final vote was taken. But this battle is far from over.

In fact, although the IHR governing body has delayed some decisions, it is moving full speed ahead with plans for complete control over health care, as well as water, food, travel, shipping, crops, energy, and climate. The IHR reps are aiming their bow and arrow at the year 2024, hoping to strike the bull’s-eye so they can centralize authority over all pandemics and health emergencies, merging every nation into their authoritarian system.

WHO Director-General Tedros Adhanom Ghebreyesus issued a stern warning to the assembly: “When the next pandemic comes knocking — and it will — we must be ready to answer decisively, collectively and equitably,” he said. “We cannot kick this can down the road. If we do not make the changes that must be made, then who will?” He added: “The threat of another pathogen emerging with even deadlier potential remains.”

When the director-general says an even deadlier pathogen could emerge, he is referring to such diseases as Ebola, Marburg, Middle Eastern Respiratory Syndrome, Zika, and “Disease X.” The code word Disease X refers simply to any disease caused by a germ that hasn’t been discovered yet.

At the World Health Assembly, a suggestion was made that stressed the critical importance of running three specialized simulation exercises, as well as demanding global compliance in order to test the proposed new treaty before another pandemic breaks out. Joy Phumaphi, co-chair of the Global Preparedness Monitoring Board, said that governments and nonprofits must “carry out a simulation exercise based on the draft accord and the draft IHR amendments later this year–before they are finalized and adopted. It can provide assurance of the effectiveness, help us all as a global community to identify any remaining gaps, and resolve any outstanding areas of disagreement.”

As the IHR amendments and Pandemic Treaty wait in the wings, the WHO is wasting no time in creating a digital infrastructure that will support their plans. On June 5, just a week after the World Health Assembly, the WHO announced their collaboration on global digital vaccine passports. A press release states: “In June 2023, WHO will take up the European (EU) system of digital COVID-19 certification to establish a global system that will help facilitate global mobility and protect citizens across the world from ongoing and future health threats, including pandemics. This is the first building block of the WHO Digital Health Certification Network that will develop a wide range of digital products to deliver better health for all.” This interoperable, “equitable” digital vaccine passport will be offered to all WHO member states as an open-source digital health tool.

“The announcement by the WHO and the European Commission regarding the launch of their digital health partnership was hardly a surprise,” said investigative journalist James Roguski. “Over a month ago, the WHO quietly published that they were working on ‘operationalizing’ the very things that were being ‘negotiated.’ ”

The WHO and its affiliates seem convinced that another pandemic is coming. In fact, they received a 20% budget increase to help address Disease X.  Other goals include universal health coverage, polio eradication and emergency operations. In his remarks to the World Health Assembly, Tedros called for the expansion of new vaccines, and he blamed “anti-vaxxers” for the decline in worldwide vaccination rates. He promoted the WHO’s mRNA Hub, which is now “transferring technology to manufacturers in 15 countries.” Additionally, Tedros used the World Health Assembly as a stage to announce the WHO’s partnership with the Rockefeller Foundation to “strengthen the WHO Hub for Pandemic and Epidemic Intelligence.” According to the Rockefeller Foundation, the “5M investment will accelerate priority projects of the WHO Hub for Pandemic and Epidemic Intelligence to drive global collaboration in genomic surveillance, adoption of data tools for pathogen detection, and assessment of climate-aggravated outbreak threats.” In his report to member states, Ghebreyesus called for “urgent and constructive negotiations on the new global pandemic accord and the International Health Regulations.”

As the WHO strategically places its ducks in a row, many are left to wonder if the organization has access to secret information hidden behind some sort of Wizard of Oz curtain. But all it takes is a little research to pull that curtain back, revealing some possible scenarios that could unfold. By taking a look at recent pandemic simulations, one can only speculate about these plans. Nonetheless, this presents opportunities to intercede and pray.

In October 2022, the World Health Organization, Johns Hopkins University and the Bill & Melinda Gates Foundation conducted a pandemic simulation called Catastrophic Contagion, in Brussels, Belgium. The WHO’s advisory board participated in a training exercise based on a fictional Severe Epidemic Enterovirus Respiratory Syndrome (SEERS) that originates in Brazil and travels across the world.

The website describing the event says that “the exercise simulated a series of WHO emergency health advisory board meetings addressing a fictional pandemic in the near future. Participants grappled with how to respond to an epidemic located in one part of the world that then spread rapidly, becoming a pandemic with a higher fatality rate than COVID-19 and disproportionately affecting children and young people.”

Participants watched prerecorded news broadcasts and live briefings from health officials. One newscast featured a grim report which read: “As of today, there have been an estimated 1 billion cases worldwide with more than 20 million deaths, including nearly 15 million children. Countless millions are alive, but left with paralysis or brain damage.”

Enteroviruses (such as the SEERS fictional virus) can be mild, resembling a cold or flu in children and teens. But they can also cause more serious illnesses, such as viral meningitis, acute flaccid myelitis, Hepatitis A and polio. These viruses enter the body through the gastrointestinal tract and affect the nervous system. Viruses such as polio live in the gut and typically spread when infected fecal matter enters another person’s mouth.

Unlike COVID-19, which had little effect on children, the fictional virus simulated in Catastrophic Contagion targets the young, causing widespread death or paralysis/brain damage. During the exercises, Bill Gates and health officials and ministers from Angola, Germany, India, Liberia, Nigeria, Rwanda, Senegal, and Singapore discussed ways to handle this kind of outbreak, as well as some possible policy decisions.

After running through scenarios, the participants of this WHO-sponsored event listed some lessons learned, as cited on the website:

• Leaders must prepare now to make difficult, important decisions for the next pandemic.
• Bold action must be taken “in the face of incomplete data, high scientific uncertainty, and potential political resistance.”
• Preparation must be made in advance in order to react effectively.
• Countries should establish a global network of public health leaders who work together to improve pandemic preparedness and response before the next outbreak.
• Countries should prioritize efforts to increase trust in government and public health as well as reduce the spread of harmful misinformation.
• Countries must enact laws and procedures which address misinformation or disinformation on a national level in advance of the next pandemic.

In October 2019, just months before the COVID-19 pandemic officially broke out, some of the same organizations that hosted Catastrophic Contagion conducted a pandemic simulation called Event 201. Executives from pharmaceutical companies such as Merck and Johnson & Johnson participated, as well as representatives from the UN, the U.S. CDC, the Chinese CDC, and the World Economic Forum. The event’s exercises simulated the outbreak of a novel coronavirus that was transmitted from bats to pigs and then to people.

In 2017, another simulation called the SPARS Scenario featured an outbreak of a novel coronavirus that spreads to every U.S. state and more than 40 countries over a period of three years. The 76-page simulation guide includes information that is eerily similar to what happened in the real 2020 COVID pandemic. For instance, page 55 describes the government’s use of “aggressive advertising campaigns” to combat anti-vaxxers. Furthermore, it explains, “this advertisement campaign required government officials to leverage relationships in the information technology industry, including the many companies with social media.” Pages 59–61 describe public outcry regarding vaccine injuries and how to respond to reports of vaccination being linked to neurological problems.

The similarities to the real-life COVID-19 outbreak of 2020 and the simulations of 2017 and 2019 didn’t go unnoticed by those who were paying attention. When looking at the 2022 Catastrophic Contagion tabletop exercises, however, there is one element that deserves more scrutiny and prayer. While the fictional diseases of previous simulations focused mainly on respiratory complications, the mysterious virus of the 2022 scenario featured paralysis and brain damage. With this description, one particular disease that comes to mind is polio. Just the mention of this word is enough to make most people shudder.

In 1988, the WHO adopted a resolution for the worldwide eradication of polio by launching the Global Polio Eradication Initiative, with funding and support of the Bill and Melinda Gates Foundation, the Centers for Disease Control, Gavi, Rotary International, and UNICEF. According to the WHO website: “wild poliovirus cases have decreased by over 99% since 1988, from an estimated 350,000 cases in more than 125 endemic countries to 6 reported cases in 2021. Of the 3 strains of wild poliovirus (type 1, type 2 and type 3), wild poliovirus type 2 was eradicated in 1999 and wild poliovirus type 3 was eradicated in 2020. As at 2022, endemic wild poliovirus type 1 remains in two countries: Pakistan and Afghanistan.”

Despite this statement, there are still cases of polio popping up around the world. In July 2022, it was reported that a New York resident had contracted paralytic polio. Shortly afterward, New York City wastewater data showed that some samples came back positive for the genetic components of poliovirus. This led to officials in New York and New Jersey calling on residents to make sure their vaccinations were up to date, especially children and infants.

In June 2022, the U.K. declared an outbreak of polio after finding multiple versions of the virus in sewage water. “The Global Polio Laboratory Network has confirmed the isolation of type-2 vaccine derived poliovirus (VDPV2) from environmental samples in London, U.K., which were detected as part of ongoing disease surveillance,” the WHO stated on its website. The U.K. Security Agency believes the virus came from someone who received the oral live polio vaccine. That person then passed the virus to unvaccinated individuals in London, who then shed it into their feces. The WHO and its experts recommended a novel oral polio vaccine called nOPV2, which is funded by one of its biggest donors, the Bill & Melinda Gates Foundation. Given emergency use authorization in 2020, it is used to treat Type 2 polio outbreaks caused by the oral vaccines.

A surge in cases of polio have been reported in Africa, the Middle East and parts of Asia where oral vaccines made with the live polio virus are administered. Even though these infections continue, the oral vaccine is still used as it’s believed that it prevents person to person transmission. The U.S., however, stopped using the oral polio vaccine in 2000 because of its link to cases of paralytic polio.

According to the Centers for Disease Control, approximately 70% of all polio infections in children are asymptomatic, while less than 1% of polio infections result in flaccid paralysis. Moreover, nonparalytic aseptic meningitis occurs in 1% to 5% of polio infections.

It is important to realize that a large portion of the WHO’s funds stem from their worldwide polio vaccination program. In 2022, global leaders committed $2.6 billion dollars at the World Health Summit to end polio. The U.S. pledged $114 million, while the Bill & Melinda Gates Foundation pledged $1.2 billion to fund the WHO’s 2022–2026 Polio Strategy.

Will the next pandemic involve a polio-type virus? We can only speculate and of course, pray. This question was posed at the Catastrophic Contagion simulation: “If future pandemics have a much higher lethality than COVID-19, or for example, if they affect predominantly children, would or should countries take different, stronger, earlier measures to contain it, and what are those measures?”

That’s the million-dollar question, which is already being answered through the over 300 proposed amendments to the International Health Regulations and the Pandemic Treaty slated for 2024. And this is why we need to continue praying that the U.S. and other nations would exit the WHO. (Information on how to do this is available on these links. On May 17, 2023, lawmakers and leaders held a press conference outside Capitol Hill calling for an end to the WHO’s brash takeover. Rep. Mary Miller, R-Ill., shared some strong words: “Our hard-earned taxpayer dollars should not support a globalist organization that is controlled by China, undermines our national sovereignty, and threatens our rights. … I stand proudly with my colleagues in calling for the United States to withdraw from the corrupt World Health Organization.”

The WHO’s botched handling of the COVID-19 pandemic showcased its negligence, yet it continues pushing its agenda forward, urging the world to collectively submit. Nonetheless, this is no time to be fearful. After all, only God knows the future. As Charles Spurgeon once said: “As for his failing you, never dream of it — hate the thought of it. The God who has been sufficient until now, should be trusted to the end.” Certainly, we should be prayerful, knowing that Jesus has full control over all situations.

Lord Jesus, though we don’t know the exact plans of the WHO, we ask that no weapon formed against our nation be permitted to prosper. When it comes to our health, our livelihoods, and our freedom, let us be the ones to respond boldly — not the WHO. Place Your mighty wings around us as we battle global tyranny.
