States Are Closing a Critical Election Funding Loophole
Last year, 8 states took action to stop foreign funding in state elections. Election integrity watchdog Honest Elections Project, however, is warning that more still needs to be done.

The report from the Honest Elections Project documents how eight states have moved in the last year to close a loophole that allows foreign nationals to fund state-level ballot measure campaigns. These campaigns can range from battles over abortion and marijuana to proposals governing how elections are conducted.
“Foreign nationals are prohibited from funding candidate campaigns and PACs, but most states lack similar protections for ballot measure campaigns,” the report says. “As a result, foreign nationals and foreign-funded entities are free to fund and influence campaigns that change state constitutions or even rewrite the rules of the very elections that foreigners are forbidden to influence.”
States that moved to ban foreign funding for ballot initiatives included Arkansas, Indiana, Kansas, Kentucky, Louisiana, Missouri, Tennessee, and Wyoming.
The push to close this funding loophole has been bipartisan, but that the right has been far more interested in this effort than the left. The report highlights that few passing measures has Democrat co-sponsors, “and none were advanced in Democrat-controlled legislatures.”
The report also mentions that some conservative states have encountered issues while trying to close this loophole. In Texas, for example, Democrats held up the proposal with a procedural move. In Montana, meanwhile, the report was critical of a bill that aimed to stop foreign funding but lacked legislative teeth.
The Honest Elections Project also highlighted the influence was foreign funding has had on these state elections. The Sixteen Thirty Fund, a group funded in no small part by Swiss billionaire Hansjörg Wyss, has pumped tens of millions into states like Ohio, Missouri, and Florida, all of which either passed or almost passed ballot initiatives that wrote abortion into the state’s constitution.
According to the Honest Elections Project, this foreign funding loophole allows nations like China, Russia, and Iran to influence state elections in potentially disastrous ways. Therefore, the report urges Michigan, Florida, and other states to take action to protect their elections.
Let’s pray for this loophole to be closed in all 50 states, and let’s pray that America’s adversaries wouldn’t be able to impact our elections!
