Pass the Trash is a slang term that in education refers to allowing problematic employees accused of misconduct to quietly leave a school without consequences, allowing the predator to enter a new school with a seemingly clean reputation. This problem, along with a lack of data on sexual predators in public schools, has facilitated the growing problem in America’s schools. The problem, often swept under the rug, as school superintendents tended to handle sexual abuse in-house to avoid staining not only their reputation but also the reputation of the school district.

The preferred way school administrators take care of sex abuse cases is to allow the sexual perpetrator the option of being prosecuted or resigning from a school position. This process allows those who prey on school children to float from one school district to another, unscathed by their past actions. This method allows the predator’s state-issued teaching certificate to remain intact, allowing them to accept reassignments at another school within a state’s education system.

The process among educators is called Passing the Trash, and according to newly published data, it occurs frequently. Not only does Passing the Trash harm students, but it also suppresses attempts to collect data on the magnitude of the problem.

For decades, the only data on the number of sexual abuse cases where the perpetrator was an educator was derived from research requested by the U.S. Department of Education in 2004. At that time, the data showed that approximately five million children had experienced some form of educator misconduct. In 2020, the Office of Civil Rights, at the Department of Education, released data from the years 2017-2018, revealing that 14,152 instances of sexual assaults had occurred in public schools.

The lack of attention to this issue has made it a major problem in our schools. The latest large-scale, multistate survey conducted on students in grades K-12 found that 11.7 percent, or 5,803,200 students, reported educator sexual misconduct.

One of the few state superintendents who has taken action to condemn the practice of Passing the Trash is Oklahoma Superintendent Ryan Walters. Since Walters took office on January 9, 2023, the Oklahoma State Department of Education has brought 125 educator misconduct cases before the State Board of Education, resulting in over 20 formal revocations and 45 voluntary surrenders of teaching certificates. Walters advocates for permanently revoking teaching certificates of those convicted of sexual abuse. He also believes a national database would prevent predators from continuing their teaching profession in a different state’s school system.

Psychology Today, in a recent publication, gave a list of long-term psychological issues common to students who suffered sexual abuse from an educator. The abused are more likely to suffer long-term psychological well-being, exhibit suicidal tendencies, excessively use alcohol and drugs, and engage in sexual promiscuity.

Prayer Points

Pray that state legislatures pass laws that will not allow sex offenders to resign quietly.

Pray state superintendents will permanently revoke teaching certificates for educators who are convicted of sexual misconduct.

This practice would prevent sexual offenders from moving from state to state.

Pray that school administrators will no longer pass the Trash.

School administrators should not pass on their problems to someone else.

Pray for the establishment of a mandatory nationwide database for all confirmed instances of educator sexual misconduct.

A national database of convicted sex offenders would fall under what remains of the Department of Education. Without a central reporting system, predators are free to seek credentials that allow them to teach in different states where they have no record of being a sexual predator.

Pray for school superintendents responsible for vetting the educators they hire to work in their respective schools.

School superintendents suffer the most when educators hired under their tenure are found to be perpetrators. Superintendents will require a mandatory background check covering fifty states and overseas teaching positions. 

Pray for healing for all the children who have suffered sexual abuse in education.

Thank you Nancy for shedding light on this. Sounds like the Catholic church and government dirty laundry protocol. Wonder how many abuse cases are same sex- the push for transgender and homosexuality.
Father we ask You to expose all predators and bring them to Your justice. Please guard these young ones our next generations. Help our leaders to change the school system to be a place of safety and true learning, preparing our children’s hearts to live more righteously. Abba convict parents to return to their Creator and God. May they model and teach to their children Your Word diligently for a more righteous society! Amen

Thank you, Nancy for exposing this evil and wickedness against our nation’s children. I do agree with your stated prayer points. If there is any function that should remain for the DoE, I believe it should be a national database that state education departments could refer to – however the intel is only as good as those who provide it, so it is still not a fully trustworthy source.
YHVH, please expose, and bring justice to those who have been guilty of sexually abusing our children. I also ask that You expose and bring justice to perhaps a lesser, but still perverted abuse of our children – the rape of their innocent minds and affections through deceit and lies of “progressive education”
Institutions may perhaps be formed with worthy and noble goals, but to be honest, all institutions eventually become self-perpetuating entities who’s original goals become secondary, or are even abandoned. And if we understand that both institutions of education and religion can fit that mold – then we will be careful to recognize and deal with the fact that educators are not the only ones that need to be investigated and held accountable. The well publicized downfall of several Christian leaders in the recent past, should cause us shame, and should cause us to recognize that when we point a finger, there are 3 pointing back at us. There are probably many more who are guilty of sexual and/or spiritual abuse and have not been exposed. And there are probably many who have not exposed others, because they are guilty themselves – like superintendents who “pass the trash” in public school systems.
YHVH, your true ekklesia is not an institution, and never has been. Your children may be a part of institutional churches, but I pray they would not identify in that aspect, but they would first and foremost identify as children of the MOST HIGH GOD, YHVH, and thus come into Godly unity! May Your true church be content to be the spiritual entity You created – operating in this world as an agent for change and transformation through the establishment of Your Kingdom – one human being at a time.

Yes, Lord! Protect the innocent and bring the guilty under conviction! Give school administrators the courage to do what’s right so other innocents would be protected!

Oh Heavenly Father,
Your precious children are being harmed at the hands of those who are supposed to be a covering. Father, we know that your Word tells us in Matthew that each of these little ones has an angel that sees ALL and reports back to you. Just Judge, we ask that you punish these offenders to the fullest extent! Thank you for exposing what is done in the dark. I pray Lord that you would move on the hearts of those in positions to DO something, and that they would ACT on behalf of your powerless ones. Holy Spirit bring your conviction, and Jesus increase the fear of the Lord in ALL of those that are holding offices where their job is to teach, grow, protect and nurture your children!! Lord, remove the veil and help your sons and daughters ARISE and not turn a blind eye to what is happening in plain sight. Bring forth your warriors in the natural realm and bring down your angel armies in the spiritual realm. We thank you Lord for the healing that you have for EACH one of these little ones that have been violated, and we plead your blood over them now. We speak DELIVERANCE and WHOLENESS over them now, IN JESUS NAME. We thank you Father, that your banner over them is Love. We bind the spirit of perversion in Jesus name in chains and fetter made of iron and the strong man working behind those spirits! We drive them out of our school systems and away from your children!!! Lastly, Lord we send back ALL torment being sent against your little ones back onto the head of the senders, seven-fold, according to your will so that they know YOU are the King of Kings and Lord of Lords! Your will be done Lord, on earth as it is in Heaven! We put you in remembrance Lord, of your Word that states it would be better for anyone who harms one of your children to have a noose tied around their neck and then jump into the sea! We thank you, that you don’t waste your Words and that they do not return to you void! Thank you that YOU ARE not only a JUST JUDGE but also a GOOD FATHER.

    Oh, Mary Beth, thank you for your comprehensive reply!! You did a great job of expanding the problem beyond our schools. Oklahoma has over 200 registered pedophiles teaching in Oklahoma schools. These are people who superintendents “Passed the Trash.” I haven’t investigated other states, but they are equally as prolific.

      Thank you, Nancy. This issue concerns me deeply, as it does you. As a former pre-school and K teacher, I’m aware of policies put in place even in Christian schools and child development centers to protect our little ones, but it still happens in some situations. And it is usually because someone turns a blind eye, or prioritizes protecting the institution over protecting the innocent victims. It is shameful.
