(The Center Square) – In a hyper-partisan Congress that’s facing midterm elections, Republicans in both chambers have united on a plan to pass a second budget reconciliation bill before the balance of power potentially changes.

Their previous reconciliation bill, the “One Big Beautiful Bill,” focused primarily on President Donald Trump’s tax policies, including permanently extending the increased standard deductions from 2017. It also restrained the growth of Medicaid spending over the next 10 years and tightened work requirements for both Medicaid and SNAP.
Now, after two Democrat-instigated government shutdowns – the second of which is ongoing – Republicans are considering including a massive funding boost to immigration enforcement agencies, money for the U.S.-Israeli conflict against Iran and possibly some election changes.
Republicans will likely have to at least partially offset any new spending, however, to appease fiscal hawks, many of whom are still bitter over the $3.3 trillion price tag of the OBBB.
Additionally, incorporating policies from the SAVE America Act – a voter-ID bill stuck in the Senate – into a reconciliation bill would be difficult, if not impossible.
The Senate’s Byrd Rule prohibits reconciliation bills from including non-budgetary matters, or “extraneous” policies that would not meaningfully add to or reduce the deficit. Otherwise, the privilege of passing the bill in the Senate with only a majority vote would no longer apply.
Some groups are encouraging Republicans to refrain from overspending the second time around.
The Committee for a Responsible Federal Budget has told lawmakers that another reconciliation bill should include at least $600 billion in deficit reductions.
The Foundation for Government Accountability recently told lawmakers to continue the Trump administration’s “War on Fraud” via the reconciliation process.
The conservative Economic Policy Innovation Center is pushing for more cost-cutting welfare reforms, eliminating renewable energy subsidies, and “investing in election security,” among other Republican policy ideals.
Both House Speaker Mike Johnson, R-La., and Senate Majority Leader John Thune, R-S.D., support a second budget reconciliation bill that includes more funding for immigration enforcement, but remain noncommittal so far on election reforms, welfare cuts and tax changes.

Father, we declare righteousness over our Capital. Move on our Congressmen and women to honor you in this bill. May it stop the shutdown. May it not add to the deficit for this deficit does not honor you. It is not a godly thing. I pray those who are satisfied with the deficit would realize the danger and you would change their hearts so they desire you and your wisdom. I praise your name for you are patient and kind and have done great things in our nation even though we have not honored you. Continue to send repentance to our nation that you may heal us.
God, we decree that our nation shall be marked by righteous laws and legislation. We declarethat new bills shall not be embedded with covert measures that further immorality and wickedness. Bills represented to the legislators shall be driven toward moral and honest laws. We need to pray for the Save Act Bill that will ensure America of a further Safe election as it passes. Our elected officials need prayer to give them wisdom, boldness, authority, and responsibility to ensure that they understand the importance of the reason why a Pictured ID is essential as we Americans vote. WE pray for renewed strebgth, removal of fear, as they choose courage in the face of evil that is present. Bills that the Republicians are trying to pass that represent the Americians people that vote is applying honesty, to our elections, we pray that the elected officials shall be able to execute their plans that the people that are legal citizens who have the right to vote will stand strong. There is a subert means to undermine, overturn, or try to destroy the power, authority, or established the foundations of our governmemt. These actions of many is trying to cause this bill to fail from within. God, for years too much control has tainted our gov., too much allowed power, too much plotting. I pray Phil: 4-13 over our elected officials so they will choose to be bold as lions and present words that has confidence with the Lord who is our helper. The scripture says” I can do all things through Christ who strengthens me” I am praying that the leaders will remember that our prayers are not to please man but please God that drives moral law and shall pass and be committed to the bill of Life, Liberty, Honesty, and puesuit of Happiness. In the name of Jesus, we bind the demonic craftiness of those who work to devise evil. We declare that they shall not be able to execute their plans. I pray that God will do some changes in many official lives and give them strength to speak – boldly in the face of threats, lies and slander. I also ask God to speak to the hearts that will give many the trust to come forward and proclaim their FAITH knowing God is close and will back their actions, laws are intended to prevent misconduct and crime. Father God, we open our hearts through our decrees od faith, we can serve notice to any of the demonic operations that and serve notice to all who is trying to deliver such unreasonable legislation. God, I call upon Heaven to expose these acts ans raise up the right lawmakers who are fighting for the correct lawmakers that who are committed to honesty and drafting these new bill that are truly beneficial will pass and become law while immoral and wickedness is stopped in The Name of Jesus!!! JESUS, we declare that every law that restricts the godly involvement of the Lord’s Church that holds onto old laws that are antibiblical will be overturned. Dear Heavenly Father, You are the Eternal, the source of righteousness. Your Word tells us that for everything that happens in life, there is a season…there is a right time for everything under Heaven. I believe Your Word. I pray it pleases You to guide our lawmakers to design the bill that is necessary to strengthen our nation. Whether they love You or reject You, You are God to each person in the House and Senate So I pray it is time:
*for unity to be born and contention to die…for healing to begin
*for the focus to be kept on what is right for the nation, not personal gain
*for the old grievances to be torn away and agreement bound in its place
*for ears quick to listen and mouths slow to speak
I pray in the Name of Jesus Christ, in crafting this bill and in all the work of our government, You call time. In this season, please remove the hatred and bring the peace each man and woman needs to make them worthy of their positions. Amen
