In this edition of Intel for Intercessors, we closely examine the appointment of Kelly Loeffler as President Trump’s choice for the 28th Administrator of the Small Business Administration (SBA). Though some administrations have classified this position as a Cabinet-rank position, President Trump decided to make this appointment with full Cabinet membership.

Many laud President Trump for assembling one of the strongest, most competent teams around himself in modern governance history. This is particularly true of his Cabinet appointments. Though it was anticipated that the President would face harsh opposition to his list of nominees, not a single candidate thus far has been rejected by the Senate.

Though it is still very early, all eyes are watching and waiting to compare and contrast the President’s second administration with the abnormally high turnover of appointments in his first administration.  By the end of his first term in 2020, the turnover rate of President Trump’s Cabinet and top aides was an unprecedented 91%, far exceeding his predecessors, Obama (24%) and Bush (33%). Most analysts attribute that turbulence to Trump’s inexperience with Beltway politics and suspect counsel.

On February 20, 2025, the Senate confirmed Ms. Loeffler as Administrator of the SBA with a slim 52-46 vote. During her hearing, Kelly expressed resolute support for President Trump’s policies, agreed with the DOGE’s mission to cut wasteful spending and reduce corruption, and lauded the pardon of the January 6 defendants, expressing it was time for the country to move on from that hyper-politicized event.

Kelly Lynn Loeffler was born on November 27, 1970, in Bloomington, IL. She grew up on her family’s corn and soybean farm and, from a young age, became a resilient farmhand. She happily immersed herself in the rhythms of rural life. Kelly supplemented her income with waitressing and became the first Loeffler to garner a college degree. Kelly graduated with a BS in Marketing from the University of Illinois Urbana-Champaign and an MBA from DePaul University.

Kelly’s extensive career as a successful entrepreneur and C-suite executive in numerous corporate roles equips her as a supremely qualified Administrator of the SBA. She and her husband, Jeffrey Sprecher, have founded multiple successful businesses and created a combined net worth of approximately $1 billion, making them one of the wealthiest couples in American politics and business.

Loeffler’s political career began in 2019 when Georgia Governor Brian Kemp appointed her to the U.S. Senate to replace Johnny Isakson, who resigned for health reasons. She quickly aligned herself with President Trump, boasting a “100 percent Trump voting record” during her 2020 Senate campaign.

That year, she ran in a special election to retain her seat but lost to Democrat Raphael Warnock in a runoff. Her brief Senate tenure was not without controversy, as there were allegations of insider trading, a charge she was later cleared of.  Post-Senate, Loeffler remained loyal to President Trump, co-chaired his second inaugural committee, and donated millions to his 2024 campaign.

There is Nothing Small About the Prominence of Small Business

Small businesses are a significant driver of the U.S. economy, contributing substantially to the nation’s Gross Domestic Product (GDP) and overall economic activity.  The SBA defines small businesses as independent firms with fewer than 500 employees.  These small businesses account for approximately 44% of GDP, or almost half of the U.S. economy, at 27 trillion dollars.  Small businesses employ nearly half the U.S. private sector workforce, or almost 62 million people.

Accurate numbers are challenging to quantify, but it is estimated that over 200,000 small businesses closed during the COVID-19 lockdowns and never reopened. This was a devastating event for countless Americans, and Kelly’s vast experience and skillset will help rebuild and revitalize this crucial sector of the American economy.

As the SBA Administrator, Kelly will oversee the agency dedicated to supporting America’s 34 million small businesses. The SBA provides capital, consultative services, and contracting expertise and serves as the federal government’s primary advocate for small enterprises. One of its core programs is issuing loans and grants, offering up to $5 million for small business growth as well as recovery aid for natural disasters or economic downturns.

Loeffler will manage a budget exceeding $50 billion, ensure access to SBA-backed loans and grants, and reduce regulatory burdens, which was a key promise in her confirmation hearing: “I will leverage my decades of business experience to champion America’s entrepreneurs. We will cut red tape and modernize this agency.”

The SBA is in need of reform, as pernicious directives like Diversity, Equity, and Inclusion (DEI) have spread throughout the agency.  In her hearing, she said, “President Trump’s Executive Order overturns a divisive and illegal DEI program that has spread throughout the government, particularly within the SBA. This will allow us to reduce the burdens on small businesses.”  

Loeffler has signaled her intent to steer the agency away from what she called partisan initiatives and, instead, focus on practical strategies for entrepreneurs and robust small business growth.

Faith and Values

A Roman Catholic, Loeffler describes herself as a “devout Christian who is unapologetically pro-life.”  During her Senate campaigns, Kelly openly leaned upon her faith as she connected with conservative voters, emphasizing her opposition to abortion, her support of religious freedom, and has often posted scriptures on her social media accounts. In her expressed support for religious liberty, she stated, “I believe that people of faith should be free to make statements without fear of persecution,” and “we should all be able to act according to our religious beliefs.”

Kelly Loeffler steps into this role as Administrator of the SBA with immense talent, expertise, and a guiding faith in God as she leads this vital governmental agency.  May the Lord grant her wisdom, discernment, and supernatural understanding as she maneuvers through a polarized political landscape.  Give her favor, Lord, to remain free of accusation as she brings honor to Your Name in this role.  And through her work, please bless the small businesses here in our great land.
