The Justice Department announced Wednesday that federal authorities have seized 13 websites allegedly used by individuals linked to the Chinese government to recruit Americans with access to sensitive government information.

Officials say the operation targeted a sophisticated effort that used fake consulting firms, fraudulent job postings, and online recruiting tactics to identify and cultivate current and former U.S. government employees, military personnel, and security clearance holders.

The suspected agents created the āconsulting company websitesā starting in November 2023, advertising āgeneric āconsultingā jobs,ā according to an affidavit cited by a U.S. Justice Department (DOJ) press release Wednesday. The alleged postings indicated an intent to recruit both current and former American government and military personnel āto provide expertise to unspecified clients.ā
Conspirators recruited through social media, job postings and recruiting platforms with postings connected to topics the Chinese Communist Party cared about, according to court documents. The postings used aliases, AI-generated imagery and stolen identities in attempts to recruit individuals, the affidavit alleged.
Fake jobs allegedly included āSenior Analystā and āInternational Affairs Consultantā positions. The conspiracy took aim at active and previous security clearance holders as well as other citizens with access to sensitive or classified government information, according to the DOJ.
Federal investigators say the scheme reflects an increasingly common tactic used by foreign intelligence services. Rather than attempting traditional espionage operations, adversaries can use professional networking sites, online job boards, and social media platforms to identify individuals with valuable expertise or access to government information.
The alleged operation also highlights how artificial intelligence and digital technologies are making foreign recruitment efforts more sophisticated. According to court documents, those behind the websites used AI-generated images and false identities to create the appearance of legitimate consulting businesses while concealing their true affiliations.
Assistant Attorney General for National Security John Eisenberg said the seizures offer āa glimpse at how foreign actors can use promises of easy money to lure Americans into revealing sensitive or classified information that they are duty bound to protect.ā
āAnyone approached online with offers of easy income for vague āconsultingā work should treat those overtures with extreme caution and remain vigilant for warning signs of malicious targeting,ā Eisenberg added.
āFor too long, the Chinese government has tried to exploit U.S. government employees behind the cover of fake companies and phony job postings,ā Special Agent in Charge Daniel Wierzbicki of the FBI Washington Field Office Counterintelligence and Cyber Division said. āToday, we shut them down. These seizures will prevent these fraudulent sites from being used to target Americans with access to sensitive information. The FBI will continue to use every tool available to protect Americans and our national security from this threat.ā
The website seizures come amid growing concerns about Chinese espionage efforts targeting the United States. In recent years, federal officials have warned about attempts to obtain military, technological, economic, and government information through cyber operations, recruitment programs, and influence campaigns.
While the investigation remains ongoing, the DOJ’s action demonstrates the increasing focus being placed on protecting national security information and preventing foreign adversaries from exploiting Americans through deceptive online tactics.
