The U.S. Department of Justice has concluded its civil rights investigation into EPIC City, a proposed Muslim-centric residential development north of the Dallas metroplex.

letter dated June 13 from Assistant Attorney General Harmeet Dhillon, first obtained by The Dallas Morning News, stated the DOJ is “closing its investigation at this time” based on information and responses gathered from Community Capital Partners (CCP), a for-profit group tied to the East Plano Islamic Center (EPIC), which is leading the project.

In the letter addressed to Steve Holms of SettlePou, a Texas-based law firm representing CCP, Dhillon confirmed CCP “has purchased the 402-acre undeveloped pasture in Collin and Hunt Counties, but has not yet sought any permits to develop the property, which is still in the planning stage.”

Developers expect the permitting process for a residential development to begin in July or August “but believe that full development may take several years.”

Dhillon added that EPIC City will not, as stated earlier this year, be a “Muslim-only” compound but will be inclusive for all. “CCP has affirmed that all will be welcome in any future development, and that you plan to revise and develop marketing materials to reinforce that message consistent with your obligations under the Fair Housing Act,” she wrote.

The letter concludes, “Based on this information, the Department is closing its investigation at this time.” No lawsuits or charges were filed in response to the investigation.

Council on American-Islamic Relations (CAIR) National Executive Director Nihad Awad celebrated the DOJ’s announcement.

“We welcome the dropping of this investigation and hope the DOJ’s actions send a clear message to the governor and other officials in Texas that they should similarly drop their Islamophobic witch hunt targeting Muslims in that state,” said Awad. “Elected officials should respect the Constitution and serve all state residents instead of abusing their authority to discriminate against Muslims.”

U.S. Sen. John Cornyn, R-Texas, raised concerns in April about the EPIC development, pointing to earlier marketing language on CCP’s website for EPIC City that suggested sales might be limited to “persons we believe will contribute to the overall makeup of our community and are legally eligible to invest and buy property in the United States.”

In his letter, Cornyn warned that the proposed development could infringe on the constitutional rights of Christians and other non-Muslims.

“A master-planned ‘community of thousands of Muslims’ could violate the constitutional rights of Jewish and Christian Texans, by preventing them from living in this new community and discriminating against them within the community,” he wrote.

The senator argued that the development could violate the Fair Housing Act of 1968, which prohibits discrimination in housing based on religion, race, or national origin, and urged the DOJ to examine whether Christians, Jews, and other non-Muslim minorities would receive “equal protection under the law” in the community, emphasizing that “religious discrimination, whether explicit or implicit, is unconstitutional under the First and Fourteenth Amendments.

EPIC City, planned for a 402-acre site 40 miles northeast of downtown Dallas, envisions a vibrant community with over 1,000 homes, a mosque, a K-12 faith-based school, apartments, retail shops, clinics, a community college, elderly and assisted living facilities, and sports fields. The project, which is still in its early planning stages, has completed traffic, flood, and environmental studies but has not yet submitted its development plans.

Close the loopholes they were able to use to get around the law. In this community, “anyone is welcome” but their community fees will go toward the mosque/school/etc…no one outside the muslim community (in their right mind), would want to fund those hateful religious institutions. That’s how they hope to keep “others who do not believe as them”, out.

Whom do they blame? Not Islam. Not their leadership. Not themselves.

They blame the countries they are happy in.
They want to change the countries they’re happy in, to be like the countries they came from where they were unhappy.

I don’t agree with this decision. Unless these people have sought citizenship or are assimilating to our culture, they don’t need to purchase any land in the United States.

The koran tells the Muslims to invade and try to take over countries. We need to nationally and locally pass anti-sharia laws all over our country. It would appear that the word EPIC is a deliberate use to define an “Islamic move”
to create something of extraordinary significance. A “Camel’s nose under the tent.”
Even though Texas and U.S. law may forbid Syariah Law, the entire purpose of
such a city is to enable Muslims to live under their law and customs.
Freedom of Religion in the U.S. allows for people to do some things that do not
conform to American culture. That is why new comers “push the envelope” to
create what they left. It is called Transmigration Jihad. Check out Finland!

I saw a speech one of the men gave on this new community. He said EPIC City would practice Sharia Law. Establishing an entire new legal system within the United States should be against our Constitution. I invite you to look for that speech about Epic City on YouTube.

It seems this development would have to be allowed since it, so far, is acknowledging laws and ordinances of our country, the state of Texas and cities therein. My concern is that, after the fact, when everything is built and the community is functioning, the rule of Sharia Law may be established within this community on a more informal basis. I have read this is happening already in isolated communities in the U.S. The end result is that local law enforcement tends to stay away from the community, while practically speaking, Sharia law is being enforced. If I am mistaken, I am open to correction.
Father, God, You who know all things, we ask for Your divine wisdom and guidance for those making the decisions for communities in our country. Give them divine insight as they make decisions for situations beyond what they have experienced, and which could lead to possible unwanted future outcomes. To You be the glory , Lord! Help us to stay alert and praying!

Father, I pray for wisdom for the DOJ and for those watching the development of Epic. May it be clear to those watching if things are done to make the city illegal. May hearts not be soft toward this development. May your Holy Spirit protect our country from Islam ideology and give us wisdom in dealing with them. Turn hearts of Muslims to see the falsehood of Islam and the truth of your word and Christianity. We pray we would in love pray for them and witness to any Muslims near us.

This Islamic Community should absolutely not be built. There will be no real tolerance for anyone or anything that is not compliant with Sharia Law.

I don’t trust EPIC. The radicals of Muslim will lie to get what they want and once established would be a cancer if turned to evil. We have seen that senerio play out all over the world. I pray that our political leaders watch them closely and make sure they don’t sneak in anything that gies against God’s law and our constitution. I trust that God will protect us from all evil satan might try to use EPIC for.

This is definitely a clash of Kingdom vs. kingdom. Lord, we desperately need Your intervention, because Islam has invaded, and found favor at the highest levels of our nation. In the name of freedom of religion, we have allowed them freedom to bring their demonic influence into politics, societal organizations, education, our law system, etc. – and it could bring about the demise of our constitutional republic. They do not want a constitutional republic, they want an Islamic state. They are only using the freedoms our constitution guarantees to bring about the destruction of our nation, and any other freedom-loving nation. Ideally, we would desire, just as You do, that they would come to repentance and embrace Yeshua as Messiah. Please disrupt, defund, destroy, etc. the plans for epic city.

This is a wolf in sheep’s clothing. We should not stop the investigation into the Epic Center near Dallas. Do not be deceived by the subtleness, they want Sharia Law. We do not allow this through our Constitution. Why else would they build a “mosque?” Hello people, WAKE UP AND PAY ATTENTION BEFORE IT’S TOO LATE. THIS SHOULD BE TREATED AS TERRORISM! I believe this type of development would be very dangerous for this country. In studying the precepts of this religion the underlying danger is the idea of Mohammed to eliminate other religions from the world, which means to get rid of Christian ideology. Islam is not the peaceful religion they proclaim it to be, but many Islamists don’t even know their own

I can’t believe that the investigation was dropped. This is most unwise. One of the first things on their list for EPIC is to have a mosque. Did someone expect a Baptist church? They’re Muslim!! There is no mention of any other cultural or religious allowance in the description of this new town. Our government better wise up. These people have proven over and over that they cannot be trusted and their goals are not as they publicly present them. If CAIR is excited that the investigation has been ended, there’s your first clue. May God give wisdom and strength to all government leaders who are involved with these decisions and put a stop to this obviously all-muslim community. And may God protect us from those who would change our laws and be a threat to out safety and our constitution.

Its a lie, non-muslims will be driven out… it will be a center of cultural infestation of a belief directly against USA constitution. But until they do it…

We see the same with Hasidic Jews, Cuban refuges from the boat lift, Somoillas (sp) in Minnesota, etc. maybe in a lesser manner. The cultural tie is so deep others cannot feel welcome. Many times are not.

The difference is here, their laws and stated goal is to eliminate all who are not like them… its not an absorbing, but conquering ideology.

Dear Lord,
CAIR and the Muslim Brotherhood have been aligned with, affirming of and sympathetic towards radicalized Muslims. Therefore both groups should be on America’s Terrorist Watch List. Sharia Law is directly in conflict with The Constitution of the United States of America and therefore should be outlawed. If my understanding is correct, these are directly in opposition to Your Will. I pray that Your providence will add them to the Terrorist Watch List and outlaw Sharia in America, thereby providing a hedge of protection against these demonic forces.

There was a community of Muslims in Australia that wanted to have something very similar to what you’re describing. The local council stopped it from happening. If this community is planning to the extent they are, to have their own K 12 school, adult cities, a mosque, etc. it seems they are building a Muslim community. How do you stop the snowball when it’s already started? Especially a sect that looks at those who oppose it’s thinking as infidels. there is much prayer needed for conversions here I believe, if it is allowed to continue.

They may not have found something. But I saw a video on YouTube of the people involved on an Islamic talk show, and they were mocking and laughing at the subtlety of their plan to use their condo fees to fund radical Islam-as well as their other planned influence through it.Besides radical Islam, there is a cultural Jihad that sneaks in through universities professors, local school boards, real estate, developers, etc. I am shocked they did not see that video. They.
