I Prayed have prayed
Lord, You are speaking, and we are listening. Teach us how to pray about what is happening around us.

One thing every believer knows is that the Christian life is a continual battle. The minute we say yes to Jesus, we end up with targets on our backs from the enemy of our souls. As an intercessor, one of the lessons I’ve learned along the way is that we don’t pray for victory; we pray from victory. Jesus is victorious, and in Christ we are victorious because we are on the winning side. Keep this in mind if you have prayed and seen the opposite of what you prayed for.

As part of IFA’s Texas Prayer Group, intercessors meet twice a week for an hour to pray for local and national leadership, important legislation, the church, Israel, and whatever the Lord lays on their hearts.Ā  At the end of May, we knew the time was drawing near, and Texas had hundreds of essential bills that had not received votes. Due to ā€œchubbing,ā€ the process of deliberately extending debates over legislation to delay votes, many bills came down to a vote at the eleventh hour.Ā 

Donna Phillips, our Texas State Leader, kept us informed of what was happening at the Capitol so we could pray accordingly. Jane Milligan, our co-state leader, filled our group text with the bills that were on the line the day before the vote, which was May 28, 2025.Ā  Ms. Jane texted a list of bills that we had prayed for regularly. ā€œIt’s going to take a miracle to see these passed in such a short time, but our God is more than able,ā€ she said.Ā 

SB2392- This would mandate reporting sexual misconduct to local law enforcement of offences that occur in public or private school settings, on school property, or at school-sponsored or related events.Ā 

HB3225- Restricting minors’ access to sexually explicit materials in public libraries.

SB13- Gives the school boards the power to decide what materials will be allowed instead of librarians. Additionally, creating advisory councils in which parents could approve or disapprove the books their children have access to.Ā 

SB18- Stop taxpayer funding of drag queen story time in libraries.

SB2880- Would make manufacturing, possessing, mailing, prescribing, and distributing abortion pills illegal in Texas.Ā 

Over a dozen bills have been passed, while some have been sent to Governor Abbott and are awaiting his signature. SB17 was a continual point of intercession as it became known that the CCP was purchasing land in Texas. This bill would prohibit land sales to people or entities from countries the government deems a national security threat, such as China, Iran, North Korea, and Russia. Both the House and Senate approved it and are now awaiting Governor Abbott’s signature. Thank you, Jesus!

We praised God as we heard SB2392 was passed. This is a measure to protect victims of sexual misconduct in schools, instead of protecting the offenders. SB13 was sent to Governor Abbott, where the Senate decides whether to approve the most recent changes made by the House to the Bill. This is still a point of prayer.Ā 

HB3225, which protected minors from sexually explicit materials in schools, failed to pass because the vote on May 28, 2025, was missed. SB18 also failed to meet the deadline for a vote. It was upsetting to know the House in Texas chose to delay these bills instead of protecting our children from perversion.Ā 

The bill that grieved us the most was the failure of SB2880 to continue to allow the distribution of abortion pills. When we found out these bills didn’t pass, we were understandably upset, as we know it grieves the Father’s heart over every life that is lost due to abortion. The continual shedding of innocent blood also opens us up to the righteous judgment of God as a state and nation.Ā 

Although we experienced some losses, we also witnessed victories for religious freedoms with the passage of SB 11, which allows prayer in schools again. We also saw SB10, which would require all classrooms to display the Ten Commandments. Both have been sent to Governor Abbott, awaiting his signature. He has made it clear that he plans to sign both. Of course, the ACLU has promised to challenge it.Ā 

God Speaks Through Creation

The LORD thundered from heaven, and the Most High uttered His voice, hailstones and coals of fire (Psalm 18:13).

On Wednesday, May 28, 2025, the deadline to vote on the bills, a supercell storm hit Austin, Texas, bringing a catastrophic hailstorm that caused significant damage throughout the city. The glass near the top of the Texas Capitol Rotunda was damaged in the storm, and rain collected in the Capitol. This is the building where the votes were taking place. It is also the same building where intercessors and some legislators have been gathering weekly for times of worship and intercession.Ā 

We discussed this and thought it would be best to seek God in prayer about the meaning, rather than relying on our own opinions. We saw this as a sign and a wonder from God. It wasn’t some freak storm that damaged the Capitol. We believed it to be a sign of the coming revival and a warning to our leaders. We praised God that ā€œthe glass ceilingā€ was shattered, revealing an open heaven, which we often prophesy over Texas. God was speaking!

Our Texas group prays for local government and our spiritual leadership. We pray for our state and nation, as well as the church. Revival is a topic close to our hearts. We have prayed for the latter rain of God’s glory to fill Texas and America. We thank God and pray for our wonderful Senators and Representatives who fought long and hard for bills that aligned with biblical values. We stand in the gap for our leaders, who openly oppose biblical values, with repentance and prayer for their salvation.Ā 

We believed the hail to be a prophetic warning to the openly defiant legislators—those who have their agendas and plans for Texas. Every time hail is mentioned in the Bible, it is a sign of God’s power and judgment. We are not calling down judgment on leaders; it is not ours to give, it’s His. However, we continue to intercede so that they will recognize their accountability to God for the use of their office. The action or lack thereof will not go unnoticed by the constituents, but even more so, not by Almighty God.

In the Bible, the ā€œeleventh hourā€ was literally around 5:00 pm, when the workday ended. When Jesus told his disciples a parable (see Matthew 20:1-15), it had a deeper spiritual meaning. The ā€œeleventh hourā€ symbolized God’s grace and mercy to humankind up until the last moments. He extends his mercy before it’s too late.Ā 

Some who understand Bible numerology believe the number eleven speaks of rebellion and disorder, and there has been such a spiritual battle happening in our capital and Texas. However, it is also believed to be a number that represents the divine justice of God and resurrection, which we praise God for. Some bills we interceded for didn’t pass, but it’s never too late for God to show up and do what only he can do. God is a god of justice.Ā 

After the vote, we met the next day for our regular Thursday prayer call and went about continuing with the Father’s business. We are committed to praying for our leaders, both righteous and unrighteous. Yes, we have dedicated ourselves to pray for His will to be done in our state and nation, on Earth as it is in heaven. We are committed to contending for revival.

This is not about Republicans or Democrats, because there are Democrats who vote righteously and there are Republicans who vote unrighteously. This is about God’s will being done. One thing we have prayed for our elected officials is that they would have a fear of the Lord and not succumb to the pressures of the job. It’s much easier to compromise than it is to stand up sometimes. Can you imagine the immense pressure our leaders face? It’s all the more reason to pray for them.Ā 

We are in a spiritual war for this nation, and you are a part of that battle in your state, because that’s where the Lord has planted you. Intercessors don’t give up; that is a quality we have in common: tenacity. Will you continue to stand in the gap for your state? Let’s pray together.

Father,Ā 

We give You Praise. For You are good and Your mercy endures forever. Thank you for our leaders who have fought the good fight for righteousness and who have vowed to continue fighting. We pray for our leaders who stall, delay, and stand for unbiblical values. We pray they will be saved and come to a knowledge of the truth about Jesus. It’s you, Lord, who raises men and brings them down. But you are so merciful, giving men time to repent. We pray to pour out a spirit of repentance that leads to conviction in our leaders. Grant them an awareness of Your Presence so that they may choose the fear of the Lord. Our leaders need you. This nation needs you.Ā 

Thank you for speaking to your people. Amid chaos and disorder, you are Perfect Peace. In the face of injustice, you are the God of Justice and Righteousness, and you will not be mocked. All power belongs to You, Lord. You are also the God of the eleventh hour, which speaks of Your lovingkindness and mercy to people until the very end. You are the God of resurrection, who brings the dead to life. It’s not too late for you to do what only you can do in this nation. Make us ready, Lord, in Jesus’ name, amen.Ā

It warms my heart to know you call on our Father in heaven for your government and schools to honor God in decisions concerning children and laws.
