Anonymous Donor Gives $130M to Cover Troops’ Salaries
As the shutdown continues to drag on, an anonymous donor recently gave the Department of War $130 million to ensure members of the military are paid for their service.

The Department of War received an anonymous donation of $130 million Thursday to go toward paying U.S. troops during the government shutdown — but Congress may need to get involved for it to actually get in the hands of service members due to legal limitations.
“On October 23, 2025, the Department of War accepted an anonymous donation of $130 million under its general gift acceptance authority,” Pentagon spokesman Sean Parnell said in a statement to Fox News Digital Friday. “The donation was made on the condition that it be used to offset the cost of Service members’ salaries and benefits. We are grateful for this donor’s assistance after Democrats opted to withhold pay from troops.”
But it’s unclear how the Trump administration can legally use the funds to pay troops without Congress’ involvement.
According Romina Boccia, director of budget and entitlement policy at the Cato Institute, Congress has to appropriate the $130 million before it can be given to U.S. troops. In a statement to Fox, Boccia said the “only way to get around this restriction is if Congress decided to recategorize troop pay as mandatory or direct spending.”
This decision comes as more and more federal employees have lost their paychecks due to the government shutdown. As essential employees, however, members of the military are forced to continue working without pay. Although President Trump signed an order earlier this month to funnel Pentagon research funds into the pockets of service members, Republicans have since admitted the solution is only temporary.
As the shutdown continues, let’s thank God for this generous gift and pray it ends up in the hands of the troops who need it!
