Common sense legislation requiring able-bodied food stamp recipients to work or receive job training in exchange for benefits passed the House Agriculture Committee. Democrats oppose the bill and it has little chance of passing the Senate. Pray for the government to encourage working, which is a biblical principle. The House Agriculture Committee passed legislation last week that would significantly reform the nation’s food stamp program by strengthening the requirement that able-bodied recipients work or receive job training in exchange for benefits.

The panel voted 26-20 to pass the 2018 Agriculture and Nutrition Act out of committee, which sends the legislation to the House floor. Speaker Paul Ryan, R-Wis., who supports the bill, told reporters last week the bill would be considered “soon.”

Agriculture Committee Chairman Mike Conaway, R-Texas, said he is aiming for a May vote.

But the future of the legislation is uncertain. A similar bill failed on the House floor in 2013, requiring the food stamp portion to be passed separately.

Even if the bill passes the House, it has little chance of clearing the Senate, where Republicans and Democrats are working on a bipartisan measure that is expected to exclude the food stamp reforms.

Nonetheless, Conaway said he’s hopeful his bill can eventually make it into law.

“Today’s vote was about America’s farmers and ranchers,” Conaway said. “It was about a better future and greater opportunities for SNAP recipients. It was about fulfilling an obligation to lead, rather than standing on the sidelines.”

The $867 billion House measure authorizes farm programs and policy, but the vast majority of the bill and its cost is dedicated to the the Supplemental Nutrition Assistance Program, otherwise known as food stamps.

The federal government currently requires 20 hours of work for able-bodied food stamp recipients, but a third of the states waive the requirement.

The bill would reform the waiver process so more able-bodied recipients would be required to receive training or go to work. The legislation would require recipients aged 18-59 to either work 20 hours per week or use the time in a work or employment training program. . . .

Rep. Rodney Davis, R-Fla., a member of the committee, said the work requirement would help fill job openings created by a growing economy. In his district, Davis said, the machinery company Caterpillar Inc. is having trouble hiring equipment operators.

“Our goal, in my opinion, should be to get people into those jobs at Cat, and other jobs around the country,” Davis said.

Democrats voted unanimously against the measure, citing the changes to the SNAP program that they argued would throw thousands, if not millions, out of the food assistance program.

“No way,” panel member Jim McGovern, D-Mass., said, when the clerk called for his vote.

McGovern and other Democrats oppose the $1 billion for new training, which they said would be duplicative and ineffective.

“You are creating a new bureaucracy that will not work and are jeopardizing food benefits for some of the most vulnerable people in our country,” he said.

Republicans have argued that states have escaped the existing federal work requirements for food stamp recipients by creating software that manipulates unemployment data so that fewer people are required to work. Ultimately, those people are hurt by not rejoining the workforce and remaining below or near the poverty line, Republicans argued.

Father Your Word says in 2 Thessalonians 3:10: if a man will not work, he shall not eat.
Father I pray in a world of entitled people that Your commonsense would break through. I pray that the laws regarding welfare that reward laziness and being jobless would be changed.
I pray for courage and honesty to go forth for the bill makers. I pray that You would break the bonds of idleness. That these bonds would be broken and all busybodies would settle down and earn the bread that they eat. I pray that selfishness would be trampled and that all people would no longer choose or want to be a burden to any one else.
I pray for eyes to be opened and integrity to pour forth. In Jesus name.

Totally agree with you, Caroline! There is something. terribly wrong with a system that rewards people for being deadbeats. There are so many things people could do to be qualified for good stamps. How about visiting the elderly in nursing homes? Picking up litter? Volunteering at a preschool? Doing filing for a public agency? None of these are difficult, and the “work” requirement is only a few hours a month. Please note that I am NOT against food assistance. I received both aid and good stamps while attending school and working. It has uses, but anyone who can should have enough price to contribute to the well-being of their country, rather than take advantage of the people who work and actually support the “system”. A major overhaul is needed!

I work at a grocery store and I see people use and abuse welfare benefits buying 40/ dollar cakes 60 dollar lobster ect bragging about vacations I am a Christian who has been changed after working in grocery store it’s not right that I and my coworkers have to stand on our feet working all day long counting out dollars to barely pay our bills and food to pay taxes for people who refuse to work and more than once I have known people who purposely work one day so they can get more more money I also know hardworking people who work while they have cancer and treatments spouses and children die walk to work no car no lunch sick ect It’s so very wrong that able bodied people are rewarded for being lazy we even had a man on ebtt who recently aressted for biggest heroine dealer in our county it’s also so discouraging to see people with ect get free food then cash back for tons lotto tickets cigarettes alcohol I have to work for health ins ect I receive only half of my check after taxes health dental ect I have also known what it’s like to need help and not get it I desperately needed surgery and was told no I suffered for 4 years before getting help because my husband worked but we had no insurance working at a grocery store has opened my eyes to how wrong it is to reward laziness

This is a seemingly great idea. However, as an educator who has worked with recipients of various benefits, I can tell you that those receiving benefits who work are penalized in the form of lower to losing benefits.. The way our welfare system is sst up, It is a financial benefit to NOT work.
