The State Department says it is taking significant steps to crack down on birth tourism networks that help foreign nationals obtain U.S. citizenship for their children by exploiting America’s visa system.

Officials announced this week that investigations across Africa and Europe have led to visa revocations, fraud prosecutions, and the dismantling of organized networks that coach foreign nationals on how to travel to the United States for the purpose of giving birth.

From Breitbart:

An estimated 33,000 United States-born children are rewarded birthright American citizenship annually solely because their foreign parents arrived in the United States on a temporary visa, often a tourist visa, before they were born. Decades later, those American-born children can sponsor their parents for green cards.

The birth tourism industry is widespread among Turkish nationals in New York City, Chinese nationals in California, Russian nationals in Florida, and Middle Easterners in Illinois.

State Department officials said in a series of X posts they have just recently brought down in West Africa “a sophisticated birth tourism network of more than 100 foreign nationals using fraudulent documents and visa ‘fixers’ to get themselves visas … to get U.S. citizenship for their children.”

The State Department’s actions appear to be part of a broader effort by the Trump administration to address long-standing concerns about abuse of the nation’s immigration and citizenship laws. Critics of birth tourism argue that the practice was never intended by the authors of the Fourteenth Amendment and creates incentives for foreign nationals to use temporary visas as a pathway to eventual permanent residency.

Supporters of stricter enforcement also contend that organized birth tourism operations have evolved into sophisticated international businesses. These companies often provide travel arrangements, housing, legal advice, and coaching on how to answer questions from consular officials and border agents while concealing the true purpose of travel.

Meanwhile, in North Africa, the agency “revoked over 100 visas for ‘birth tourist’ parents who came to the United States primarily to give birth so their children would get U.S. citizenship,” officials wrote.

In Europe, a single U.S. embassy has uncovered more than 400 suspected cases of birth tourism since 2024, leading investigators to at least six companies that coach Europeans on how best to secure a U.S. temporary visa without revealing that their sole purpose for travel is to deliver their children in America.

“We shut it down, revoked their visas, and permanently banned several fraudsters from traveling to the United States ever again,” officials wrote.

Federal authorities have uncovered similar schemes in the past. In December 2020, the Department of Justice exposed a large-scale operation in New York City involving more than 100 children born to foreign visitors who received birthright citizenship after their parents traveled to the United States for that purpose. A year earlier, federal investigators dismantled several California-based operations that allegedly helped thousands of Chinese nationals travel to the United States to give birth.

The renewed enforcement effort reflects an ongoing debate over birthright citizenship, immigration policy, and national sovereignty. While legal challenges continue regarding the scope of citizenship protections under the Fourteenth Amendment, administration officials maintain that fraudulent visa use and organized birth tourism networks can and should be targeted under existing law.

As the State Department continues its investigations, supporters hope the crackdown will deter future abuse of the visa system and reinforce the integrity of America’s immigration process.
