From Breitbart. House Foreign Affairs Republicans sent a letter on Tuesday to Secretary of State Antony Blinken demanding more information about the department’s funding of groups that censor conservatives and free speech.

Chairman Michael McCaul (R-TX), Foreign Affairs Oversight and Accountability Subcommittee Chair Brian Mast (R-FL), Reps. Chris Smith (R-FL), Darrell Issa (R-CA), Maria Salazar (R-FL), Keith Self (R-TX), Cory Mills (R-FL), and Ken Buck (R-CO) mentioned that the committee would postpone reauthorizing the Global Engagement Center (GEC) as Republicans have accused the State Department subagency of funding censorship.
The lawmakers accused the GEC of mission creep, expanding well beyond its primary mission of fighting terrorism to funding groups that hound conservative media outlets under the guise of diminishing disinformation. …
The House Foreign Affairs Republicans noted that the GEC funded the Global Disinformation Index, a foreign data-driven advocacy organization, which “created blacklists of U.S. domestic media voices to cripple U.S. citizen journalists’ advertising revenue.”
GDI receives funding from George Soros’s Open Society Foundations and offers advertising clients its Dynamic Exclusion List, which lists the likeliness of an outlet to be at risk of spreading disinformation. As Breitbart News has detailed, GDI often labels right-wing outlets as being at risk of spreading disinformation and left-wing and establishment outlets as being the least likely to spread disinformation. …
The State Department also partnered with the Institute for Strategic Dialogue (ISD), the Atlantic Council’s Digital Forensics Research Lab, and Moonshot CVE on combatting disinformation, according to the House Republicans.
The GOP members of Congress noted that the federal government cannot scrap the First Amendment merely because they want to curb “disinformation” or “misinformation.” …
The group also requested all documents and communications about the State Department’s contracts, grants, and cooperative agreements. …
The lawmakers also demanded all documents, emails, and correspondence to/from employees, contractors, subcontractors, or consultants at the GEC mentioning “disinformation,” and “misinformation,” relating to the Washington Examiner, RealClear Politics, the Federalist, Newsmax, Breitbart News, the Daily Wire, One America News, and the New York Post.

WASHINGTON, D.C. – U.S. Senators Rob Portman (R-OH) and Chris Murphy (D-CT) today announced that their Countering Disinformation and Propaganda Act – legislation designed to help American allies counter foreign government propaganda from Russia, China, and other nations – has been signed into law as part of the FY 2017 National Defense Authorization Act (NDAA) Conference Report. The bipartisan bill, which was introduced by Senators Portman and Murphy in March, will improve the ability of the United States to counter foreign propaganda and disinformation from our enemies by establishing an interagency center housed at the State Department to coordinate and synchronize counter-propaganda efforts throughout the U.S. government. To support these efforts, the bill also creates a grant program for NGOs, think tanks, civil society and other experts outside government who are engaged in counter-propaganda related work. This will better leverage existing expertise and empower our allies overseas to defend themselves from foreign manipulation. It will also help foster a free and vibrant press and civil society overseas, which is critical to ensuring our allies have access to truthful information and inoculating people against foreign propaganda campaigns.
“Our enemies are using foreign propaganda and disinformation against us and our allies, and so far the U.S. government has been asleep at the wheel,” Portman said. “But today, the United States has taken a critical step towards confronting the extensive, and destabilizing, foreign propaganda and disinformation operations being waged against us by our enemies overseas. With this bill now law, we are finally signaling that enough is enough; the United States will no longer sit on the sidelines. We are going to confront this threat head-on. I am confident that, with the help of this bipartisan bill, the disinformation and propaganda used against us, our allies, and our interests will fail.”
“The use of propaganda to undermine democracy has hit a new low. But now we are finally in a position to confront this threat head on and get out the truth. By building up independent, objective journalism in places like eastern Europe, we can start to fight back by exposing these fake narratives and empowering local communities to protect themselves,” said Murphy. “I’m proud that our bill was signed into law, and I look forward to working with Senator Portman to make sure these tools and new resources are effectively used to get out the truth.”
NOTE: The bipartisan Countering Disinformation and Propaganda Act is organized around two main priorities to help achieve the goal of combatting the constantly evolving threat of foreign disinformation from our enemies:
The first priority is developing a whole-of-government strategy for countering THE foreign propaganda and disinformation being wages against us and our allies by our enemies. The bill would increase the authority, resources, and mandate of the Global Engagement Center to include state actors like Russia and China as well as non-state actors. The Center will be led by the State Department, but with the active senior level participation of the Department of Defense, USAID, the Broadcasting Board of Governors, the Intelligence Community, and other relevant agencies. The Center will develop, integrate, and synchronize whole-of-government initiatives to expose and counter foreign disinformation operations by our enemies and proactively advance fact-based narratives that support U.S. allies and interests.
Second, the legislation seeks to leverage expertise from outside government to create more adaptive and responsive U.S. strategy options. The legislation establishes a fund to help train local journalists and provide grants and contracts to NGOs, civil society organizations, think tanks, private sector companies, media organizations, and other experts outside the U.S. government with experience in identifying and analyzing the latest trends in foreign government disinformation techniques. This fund will complement and support the Center’s role by integrating capabilities and expertise available outside the U.S. government into the strategy-making process. It will also empower a decentralized network of private sector experts and integrate their expertise into the strategy-making process.

What happened during the senate hearing when Blinken was before the Senate?
Former US Senator Rob Portman said this to then nominee Blinken: (Concerning the Global Engagement Center that this legislation established) “Today, Mr. Chairman and to Ranking Member Menendez, there are five hearings going on. I’ve been in three of them, chairing one of them and I think that’s great. I think it’s good that we’re moving quickly with some of the key appointments including Secretary of State but also Secretary of Defense, Homeland Security, the Director of DNI, Treasury, those are all important roles and I hope we can get these nominations to the floor for a vote. And then we’ll let the chips fall where they may but I’m actually supportive of us moving quickly and Mr. Chairman, I know this happened because you were willing to do it in this interim period. As we discussed last week, Mr. Blinken, I’ve got lots of interest in this issue of disinformation and propaganda and how we push back against it. I think it’s kind of the new warfare of the 21st Century. Not that we don’t have kinetic battles still but a lot of this is happening online and through disinformation. The Global Engagement Center was established at the State Department to deal with this. Senator Murphy spoke earlier and he and I have worked closely over four years now to try and strengthen the Global Engagement Center and give it the ability to push back. Disinformation operations by our adversaries are inexpensive, there’s a lot of deniability associated with it, it’s easy to do. And when you combine it with economic and political subversion, it can be devastating to some of the nescient democracies we’re trying to help. So thanks to the work of the Global Engagement Center, I think we now have the beginnings of an effective organization to deal with that and again, I hope that would be something that you would be willing to build on.

WASHINGTON, DC – Today, U.S. Senator Rob Portman (R-OH) secured commitments from the nominee to be U.S. Secretary of State, Antony Blinken, during a Senate Foreign Relations Committee hearing that if confirmed, he would support the efforts of the Global Engagement Center (GEC) to effectively combat disinformation and propaganda from foreign actors, like Russia and China. Senator Portman has worked to combat disinformation and cyberattacks both in the United States and abroad through his bipartisan Countering Foreign Propaganda and Disinformation Act, which he authored with Senator Chris Murphy (D-CT) and was signed into law in December 2016. The law improves the ability of the United States to counter foreign propaganda and disinformation by establishing the GEC, housed at the State Department to coordinate and synchronize counter-propaganda efforts throughout the U.S. government in support of friends and allies overseas. The law provided funding and authorities to the State Department that authorizes the GEC to help counter the foreign propaganda and disinformation being waged against our allies by state and non-state adversaries.
In addition, Portman secured a commitment from Mr. Blinken to continue to support Ukraine’s efforts to defend themselves against continued Russian aggression. For the past four years, Portman has successfully championed language in the annual National Defense Authorization Act (NDAA) that expands U.S. military aid to Ukraine, while strongly encouraging the Ukrainian government to continue their efforts in eliminating corruption and continuing with much needed security sector reforms. These provisions helped build the primary statutory framework for U.S. security assistance to Ukraine, the Ukraine Security Assistance Initiative. In addition, he has repeatedly written letters, delivered multiple floor speeches, and pressed senior administration officials on the importance of providing meaningful assistance to help Ukraine stand up to Russia’s military aggression, and has praised its decisions to provide lethal assistance to the country.
Finally, Portman also urged Mr. Blinken to hold China accountable for their continued theft of American taxpayer funded research and intellectual property. Senator Portman, as Chairman of the Permanent Subcommittee on Investigations (PSI), led a year-long investigation into China’s talent recruitment programs like the Thousand Talents Program, culminating in a bipartisan report in November 2019 that detailed how China has recruited U.S.-based scientists and researchers since the late 1990s and incentivized them to transfer U.S. taxpayer-funded research and IP to China for their own military and economic gain. Last year, Portman introduced the bipartisan Safeguarding American Innovation Act https://bit.ly/2NfbiPP to protect American research and IP from global competitors.
