A California congressman is calling for federal intervention against illegal marijuana cultivation operations that have spread across Northern California, warning that the operations are threatening local communities, depleting vital water resources, and potentially benefiting Chinese organized-crime networks.

Rep. James Gallagher, R-Calif., sent a letter to FBI Director Kash Patel urging his agency to investigate the sprawling operations in Siskiyou County, where authorities have reported extensive illegal marijuana cultivation and the use of illegal immigrant labor.

From Fox News:

“Entire rural properties are now covered with rows of makeshift, plastic-covered greenhouses, known as ‘hoop houses,’ where marijuana is cultivated using groundwater hauled in from nearby wells,” Gallagher wrote in a letter exclusively obtained by Fox News Digital.

“The consequences have been devastating, with residents facing depleted water supplies and threats to their safety, while local farmers and ranchers contend with increased competition for groundwater and the risk of contamination to their agricultural land,” he continued.

The letter cited estimates of as many as 7,000 illegal growers in the Mount Shasta Vista subdivision alone. Gallagher said illegal cultivation has also expanded onto federal lands, including the Shasta-Trinity National Forest.

The scale of the problem is staggering. According to the Siskiyou County Sheriff’s Office, authorities eradicated 332,871 illegal marijuana plants and seized 54,070 pounds of processed marijuana in 2025 alone. Despite these enforcement efforts, the operations have continued to raise concerns about public safety, environmental destruction, and organized crime.

Gallagher also questioned who is ultimately financing and controlling the cultivation sites. Investigators have reportedly traced some properties to individuals living outside Siskiyou County, while those overseeing the operations often have no apparent ownership interest.

These arrangements have raised suspicions about possible connections to Chinese organized-crime networks. Gallagher pointed to a 2018 federal investigation involving a California marijuana operation funded with money from China, which resulted in forfeiture proceedings involving more than 100 properties in the Sacramento area.

Beyond the potential criminal connections, investigators have uncovered serious environmental hazards. Siskiyou County authorities identified at least 27 pesticide compounds at illegal cultivation sites, including chemicals banned in the United States and products bearing Chinese-language labels suspected of being illegally imported.

These substances could endanger nearby residents, contaminate agricultural land, and expose law enforcement officers and first responders to dangerous chemicals. Meanwhile, the extensive use of groundwater threatens the livelihoods of farmers and ranchers already dependent on limited water supplies.

The situation underscores the challenges facing rural communities as illegal drug operations place additional pressure on local resources and law enforcement. Gallagher’s appeal to the FBI reflects his belief that federal assistance is necessary to address the scope of the problem.

Let’s pray for the protection of these communities, wisdom and courage for law enforcement, and the exposure of any criminal networks profiting from these operations. May justice prevail, and may those affected by this activity find relief.
