A newly declassified intelligence memo is raising serious concerns about what Americans were—and weren’t—told ahead of the 2020 election. The revelations suggest that known vulnerabilities and foreign interference threats may have been downplayed, fueling fresh questions about transparency and trust in the system.

Months before the 2020 presidential election, U.S. intelligence issued a secret but stark warning that foreign adversaries had the capability to “compromise” America’s voting infrastructure and raised specific concerns about the vulnerability of voter registration databases that later would be penetrated by China and Iran, a newly declassified memo obtained by Just the News shows.
“We judge that US adversaries, including, at a minimum, Russia, China, Iran, and North Korea, as well as non-state groups, have the capability to compromise US election infrastructure for the 2020 presidential election,” the NIC wrote in the memo dated Jan. 15, 2020.
“Adversaries gaining access to US election-related systems could disrupt the voting process, steal sensitive data, or undermine confidence in the election results, but we do not know whether any of them have specific plans to manipulate election-related systems,” the memo added.
The memo, produced by the National Intelligence Council and recently declassified by Tulsi Gabbard, reveals that top officials—including those in the Central Intelligence Agency and Federal Bureau of Investigation—were aware of these risks well before Election Day. Despite this, the American public was not fully informed, even after evidence later emerged that foreign actors like China and Iran had accessed voter registration systems.
Former intelligence official Christopher Porter has since alleged that key findings were intentionally withheld due to political concerns, claiming there was an effort within the intelligence community to avoid releasing information that could impact the election. At the same time, officials publicly insisted the 2020 election was the “most secure in U.S. history,” creating a sharp contrast between internal warnings and public messaging.
While the memo noted that widespread manipulation of vote totals would be difficult, it clearly warned that even limited intrusions could disrupt voting processes and erode public confidence. These revelations underscore ongoing concerns about election integrity and the need for transparency, accountability, and robust safeguards to protect America’s democratic systems.
