Soon, lawmakers in Republican Utah will decide whether to keep laws protecting children from transgender treatments in place. There’s just one problem: these lawmakers will make their decision based on a flawed and biased report commissioned by the state legislature.

Do No Harm on Tuesday released a memo highlighting the problems with a report commissioned by the Utah legislature on transgender procedures on kids. The memo, first shared with The Daily Wire, says that the report significantly misrepresents the scientific record and glosses over the danger of transgender procedures.

“Its shortcomings include failure to adhere to the fundamental standards of a systematic review, prioritizing the quantity of evidence over its quality, uncritically relying on guidelines from purported experts, overlooking significant life-altering adverse effects, and consulting advisors, some of whom support ‘gender-affirming care’ for minors,” Do No Harm medical director Kurt Miceli and gender ideology program director Michelle Havrilla write.

The May 2025 report, titled “Gender-Affirming Medical Treatments for Pediatric Patients with Gender Dysphoria,” was conducted by the Drug Regimen Review Center at the University of Utah and led by Dr. Joanne LaFleur. It was commissioned after Utah Republicans passed legislation in 2023 to shield kids from transgender procedures by putting a moratorium on puberty blockers and cross-sex hormones.

According to Do No Harm, the Utah report asserts that puberty blockers and cross-sex hormones are “safe and effective,” despite the mountains of evidence demonstrating the opposite. Because of this and other flaws, the group is recommending that the legislature ignore the report and instead listen the Department of Health and Human Services, which has taken a strong stance against trans treatments for minors.

Why is this significant? Utah already has legislation protecting the children, but this report shows that the Enemy is still hard and work in the state. As intercessors, we can’t stop praying after achieving a victory. We have to continue to wage war in the heavenlies to keep the Enemy out of our nation, states, and local communities.

As Utah legislators continue this report and trans treatments, let’s pray for wisdom, guidance, and the protection of children all throughout the state!
